MISSION
Contribute to support Member organisations, in cooperation with the Regional Secretariats, to reduce the impact of humanitarian crises by enhancing disaster preparedness and response.
MAIN TASKS
Under the coordination of the Emergency Head of Unit and in close collaboration with the Emergency Team Members contribute to:
- Support Member organisations, in cooperation with the Regional Secretariats, for an effective response to humanitarian crises and to facilitate coordination among Members in case of major emergencies;
- Animate and accompany Member organisations, by working in synergy with the Regional Secretariats, to set up mechanisms for strengthening disaster risk reduction;
- Effectively communicate and share information regarding Caritas Internationalis’ emergency response and actions in any given crisis situation;
- Enhance a culture of safeguarding across the Caritas Internationalis Confederation.
MAIN ACTIONS
With reference to task 1:
1.1 Support Member organisations’ response to emergencies, in coordination with the Regional Secretariats, in line with international and Caritas Internationalis emergency standards and protocols through technical expertise, coordination, and resource mobilisation according to the Emergency Response Framework;
1.2 Dialogue with Member organisations concerned and the respective Regional Secretariat about proposals of Emergency Appeals and requests of funds;
1.3 Support and accompany Member organisations to develop, monitor, review and evaluate Emergency Appeal proposals through the programme cycle and by facilitating the registration and capitalisation of lessons learned;
1.4 Enhance coordination among Member organisations and support national Caritas organisations coordinating a large-scale emergency response;
1.5 Support Member organisations to strengthen professionalism by collaborating with the Institutional Development and Capacity Strengthening Unit and the Sectoral Working Groups, also by facilitating the rapid deployment of Caritas resource persons as needed;
1.6 Develop and provide training to Member organisations, in coordination with the Regional Secretariats according to the needs expressed, with specific reference to emergency response and preparedness.
With reference to task 2:
2.1 In collaboration with Member organisations and Regions, facilitate the development of resilience and Disaster Risk Reduction (DRR) programmes by promoting community based initiatives;
2.2 Collect, compile and share best practices and research documents from Member organisations and other relevant stakeholders;
2.3 Develop and promote initiatives of capacity strengthening;
2.4 Create a digital platform to share updates and best practices.
With reference to task 3:
3.1 Provide appropriate updates for rapid communication across the Confederation, about Caritas Internationalis’ emergency response in any given crisis situation;
3.2 Work collaboratively with the Communications department by assisting to source and provide up-to-date information, data and other materials for media and information needs;
3.3 To provide back-up support to Emergency Response Team members, writers and photographers, journalists or interagency teams when they are visiting Caritas Internationalis’ emergency programmes;
3.4 Facilitate timely and quality compilation of consolidated Situation Reports of priority emergency responses;
3.5 Develop and maintain an up-to-date, accurate and efficient web based information and communication system and an appropriate database;
3.6 Share updated relevant information on the Emergency Unit work on the intranet platfrom Baobab.
With reference to task 4:
According to the paln established with the Head of Unit and under the coordination of the Senior Safeguarding officer and the Director of Operations, contribute to:
4.1 Support and accompany Member organisations in need to strengthen their capacities in this sector;
4.2 Develop and promote training sessions at global, regional and national levels:
4.3 Support the dissemination and implementation of the Caritas Internationalis Management Standard on Safeguarding in coordination with the Institutional Development and Capacity Strengthening Unit and contribute to capacity strengthening whenever needed.
KNOWLEDGE, EXPERIENCE AND SKILLS
- Degree in Social/Political Sciences, International Cooperation, International Relations or similar sectors;
- At least 2 years of experience in working with humanitarian organisations;
- Background and experience in programme management is an asset;
- Knowledge of and experience in programmes of institutional development and capacity strengthening;
- Very good knowledge (oral and written) of at least two official languages of the Confederation (English, French, Spanish); knowledge of Spanish is a definite asset;
- Interest in and knowledge of developing training modules and facilitating training sessions;
- Capacity and willingness to work in multicultural and complex environments;
- Capacity to adapt, be flexible, and be available to travel in countries where Caritas Internationalis emergency response is required, even at short notice;
- Availability to travel regularly to support and monitor Member organisations, even in unstable contexts, where specific care for safety and security is required;
- Capacity and willingness to work under pressure;
- Ability to communicate (oral and written) and build relationships in a multicultural context;
- Knowledge of the Catholic Church Organisation and Catholic Social Teaching;
- A demonstrable empathy and interest in the work of Caritas and embracing the faith and values of the Catholic Church.
