Background

FHI 360 is harnessing its four decades of development experience to provide humanitarian assistance in crisis-affected countries. FHI 360’s Crisis Response Team (CRT) meets the urgent needs of people whose lives are jeopardized by conflict, disaster or displacement. FHI 360’s Crisis Response Team is looking to expand operations and technical programming in Cabo Delgado, Mozambique to respond to the current crisis. FHI 360 is responding to the conflict by intervening in the health, nutrition, WASH, and protection sectors.

Scope of Work

In this particular context, the Crisis Response Team requires the services of a highly skilled Emergency Security Consultant to support field and HQ staff by managing all safety and security structures of FHI 360’s humanitarian response efforts in Cabo Delgado, Mozambique. The Emergency Security Consultant will be responsible for the overall management and implementation of the organization’s security policies and standard operating procedures. The Consultant will advise the senior management team on all security related issues related to implementing programming that ensures that FHI 360 staff and assets, office premises, and beneficiaries are secure. The Security Consultant will conduct trainings on site for staff and facilities development and implementation of country security management plans.

Specific Tasks and Responsibilities:

· Update security management standard operating procedures for field staff, ensuring compliance to the organization’s global safety and security standards.

· Monitor security context and provide recommendations to senior management team.

· Assess new office space and identify/approve hotels for staff use.

· Conduct threat analyses and risk assessments of the environment and provide recommendations for context specific security management requirements to management.

· Identify and manage context appropriate approaches to assure facilities and staff are staff.

· Compile and submit daily security reports that track incidents and trends within the country.

· Oversee the field offices in developing and tending to the day- to-day conduct of office security program, ensuring adequate responses to security incidents both natural and man-made.

· Attend security meetings such as INSO, OSAC, UNDSS, INGO forum, etc.

· Conduct onsite training for staff in the field of safety including personal safety, emergency evacuations, travel safety, relocation and evacuation.

· Work with logistics staff in seeking security clearance for asset movements to operational areas.

· Supervise and regularly appraise security contractors and Guard Companies as per agreement ensuring that all company policies and practices are adhered to.

· Provide advance security briefings to staff and visitors, ensure plans for tracking arrival, departure and accommodation.

· Conduct periodic briefing to Coordinators/Managers and all staff keeping them up-dated on security developments and/or risks that may affect the organization’s operations and make recommendations to minimize risks.

· Evaluate emergency/staff incidents involving staff and assets to Global Security and recommend response actions.

Deliverables:

· Provide a detailed security analysis report at the end of deployment that includes triggers, scenarios, and contingency plans.

Qualifications

  • Typically requires 5-7 years’ experience designing and coordinating security for international organizations working in high-risk contexts; multiple geographic locations preferred.
  • Substantial and documented, prior experience as a trainer and training skills – the ability to develop, implement, facilitate and impart learning to a wide range of audiences.
  • High level of experience developing security related technical tools guidelines and systems as well as able to work under minimal supervision.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private company of progressive program management experience in humanitarian assistance or related industry experience in a relevant technical area.
  • Experience in developing security strategies for humanitarian operations, previous security experience preferred

Evaluation Criteria

Proposals will be evaluated in accordance with the following criteria:

  • Knowledge of standard protocols of essential logistical processes
  • Expertise in humanitarian programming
  • Consultancy experience with similar organizations
