Project Summary:

Land O’Lakes Venture37 is preparing for an anticipated USAID/Egypt Climate Resilient Agricultural Market Systems (CRAMS) Activity with a likely project start date later in 2025. The purpose of this anticipated USAID/Egypt CRAMS Activity will be to transform the agriculture and food system toward sustainable production, economic growth and efficient climate resilience practices. This includes promoting regenerative agriculture, advancing resilient approaches and technologies, and increasing private sector market linkages for greater inclusive economic growth in Egypt. The activity will aim to strengthen Egypt’s agricultural market system, including the ability of farmers, enterprises, business development services providers and organizations to expand their operations sustainably. This involves building a sustainable agricultural system focused on business-to-business relationships that embraces mutual benefit among farmer-producers, financial institutions, transporter-collectors, aggregators, input suppliers, wholesalers-retailers, processors, waste recyclers, and community-based entrepreneurs or organizations within the Egyptian agricultural market system.

Position Summary:

The Enabling Environment Manager will serve in a Component Lead role and will be responsible for the leadership of activities and achievement of results under Intermediate Result 3 (IR3) of the project responsible for identifying and designing key interventions to improve the broader agricultural enabling environment in Egypt that focuses on regenerative agriculture, food security, and enhanced participation of women and youth. The Enabling Environment Manager will oversee interventions that strengthen the implementation of key Government of Egypt policy priorities, facilitate innovative public-private partnerships, and leverage climate and food security research in collaboration with the private sector, key local and international research institutions, the Government of Egypt, and other donor partners.

The position will be based in Cairo, Egypt.

Primary Responsibilities:

  • Serve as the Component Lead, overseeing all activities and ensuring the achievement of results under Intermediate Result 3 of the project.
  • Lead a team responsible for identifying and designing interventions to improve the enabling environment for agriculture, food security, and water conservation, that emphasize regenerative agricultural technologies and practices.
  • Identify key leverage points to expand public and private sector investment in climate smart agriculture technologies and services, with a particular focus on supporting smallholder farmers.
  • Facilitate project interventions that support the ability of the Government of Egypt to implement key agriculture and food security policies, procedures, and practices.
  • Maintain close collaborative relationships with GOE counterpart organizations including the Ministry of Agriculture and Land Reclamation and the Ministry of Water Resources and Irrigation
  • Support the development of robust monitoring and evaluation systems in close collaboration with the project monitoring, evaluation, and learning (MEL) team to track the impact of IR3 interventions and adjust strategies as needed with a focus on collaboration, learning, and adaptation (CLA).
  • Prepare regular reports, documentation, and presentations to communicate progress, achievements, and challenges related to sustainable agricultural productivity activities.
  • Advise regionally based teams to drive locally appropriate interventions and partnerships.
  • Any duties and responsibilities given by his/her immediate supervisor.

Required Skills and Qualifications:

  • A bachelor’s degree in agricultural development, business, agricultural economics, public policy, marketing, or another relevant equivalent field.
  • A minimum of seven (7) years of progressively responsible experience in cross-sector collaboration, policy support, research, or related areas.
  • Strong interpersonal and influencing skills; demonstrated ability to effectively interface with senior-level government personnel, partners, and donor agencies.
  • Ability to conceptualize, analyze and envision new initiatives, establish priorities, exercise innovation and guide others in accomplishing time-sensitive work.
  • Excellent verbal and written communication skills in English and Arabic.
  • Extensive working experience in Egypt.

Preferred Skills and Experience:

  • Advanced degree in business administration, public policy, agriculture, or related field
  • Experience working in conjunction with USAID or other Government funded development programs.
