Programs – Pact strives for a world where all people are heard, capable, and vibrant. The Programs Team helps realize this objective by bridging program management, technical support, and business development, enabling Pact to achieve its global strategy. We ensure program excellence through continuous learning, monitoring and evaluation and provide organizational and industry-wide thought leadership by leveraging a complementary set of cross-functional, multi-disciplinary skills, expertise, and experiences. Position Overview

In May 2018, Pact launched its Energy for Prosperity Initiative to expand its work on energy access globally. With a focus on innovation and social enterprise, the initiative has been working to improve access to energy as part of Pact’s integrated approach to development. We collaborate with governments, companies, investors and other civil society organizations to connect supply and demand for energy, remove market distortions and work toward a future in which all people have the skills and resources they need to enjoy the many benefits of modern energy. The initiative sits within our Environment and Energy program as part of an integrated approach to climate adaptation, resilience, and mitigation.

The purpose of the Energy Officer position is to support the growth of energy-related aspects of the Environment and Energy program by developing project proposals, engaging with existing and potential donors, and producing written materials for both internal and external audiences. The Energy Officer will also play a significant role in directly contributing to the success of energy and climate-related projects by delivering technical, managerial, financial, and administrative assistance to country offices. The Energy Officer will also coordinate between the country offices and head office in Washington, D.C.

Key Responsibilities

• Develop and maintain an expert-level understanding of the energy sector within our priority countries (if they do not already possess this knowledge).
• Approximately 20-30% of the Energy Officer’s time will be spent supporting the start-up and continuing implementation of projects within priority countries, including the addition of energy access components to existing Pact projects.
• Develop and maintain relationships with potential donors and partners with a high degree of independence leading to solicitation of proposals from Pact, and work with the Environment and Energy Director to develop and maintain donor relationships on an international level.
• Coordinate with business development leads in Washington, D.C. and in various country offices to identify and evaluate funding opportunities that would be a good fit for Pact’s Energy portfolio.
• Collaborate with the Environment and Energy team, including the Energy and Environment Director, the Environment Officer, the Climate Officer and the Vice President of Sustainable Markets, together with the country offices to produce timely research and thought leadership, demonstrating the outcomes of Pact’s work in the energy sector, and our ideas for further improving access to energy as part of an integrated approach to development.
• Coordinate with the Integrated Communications team in Washington, D.C. and with the country offices to produce collateral materials for external audiences.
• Productively partner and collaborate with Pact departments, including other Programs and Program Operations teams, business development, financial planning and analysis, accounting, and human resources to ensure that portfolio-wide support is given when and where necessary, and build strong internal professional relationships with members of these units

Basic Requirements

• Master’s degree with five (5) years work experience or bachelor’s degree with at least seven (7+) years work experience in a field related to Pact’s mission and the goals of the Environment and Energy program, such as in engineering, energy policy, economics, business or international development.
• Demonstrated ability to develop creative solutions, and a drive to solve energy access issues.
• At least four (4) years of experience in rural electrification or energy project finance gained from work within an international non-profit organization, a management-consulting firm, multilateral financial institution, or government agency.
• Ability to establish and maintain inter-personal and professional relationships with Pact staff, potential donors, local partners, host governments and other implementing organizations.
• Documented success in raising philanthropic capital from various donors, including national governments, corporations, and/or foundations.
• Excellent written and oral communications, including strong presentation skills.
• Strong proficiency with Microsoft Office programs, including excellent PowerPoint skills.
• Ability and willingness to travel globally.

• Proficiency in English is required.

Preferred Qualifications

• Post-graduate degree in a field related to Pact’s mission.
• Strong quantitative analysis skills, including financial and energy systems modeling.
• Knowledge of USAID energy and climate programming under IDIQs, Global Development Alliances, regional programs and bilateral projects is strongly desired
• An existing network of donors, specifically within the energy, climate, and environment field.
• Additional fluency, particularly in French, is preferred.
