Energy Project Manager (F/M) At Expertise France

Expertise France is a public agency for implementing international cooperation projects. We are placed under the supervision of the ministries responsible for foreign affairs and the economy and finance, with whom we have a contract of objectives and means.

Interministerial agency for international technical cooperation , we are the operator of all ministries. In 2021, the agency joins the AFD group (Agence Française de Développement) which provides us with financial and operational solutions.

The objective of Expertise France is to fight against global inequalities: our projects are mainly oriented towards the protection of global public goods and the response to the global challenges that all societies in the North and South must face.

Situation/position : Operations Department – ​​Sustainable Development department (60 employees) – Energy Division.

The sustainable development department is made up of 4 thematic divisions: (i) climate (ii) agriculture, (iii) energy and (iv) biodiversity. These four thematic centers work in synergy within the department.

Under the supervision of the Department Director as well as the Head of the thematic center, the project manager ensures the operational implementation of all phases of the project cycle (from design to capitalization), in pairs with another project manager or with the support of a unit coordinator. He/She works on a daily basis with all the financial, technical and managerial stakeholders involved in the projects, relying on the resources and services made available to him/her.

Your main missions?

Management of a portfolio of ongoing projects (60%) :

  • Project launch:
    • Participate in setting up the team (field and experts); prepare, initiate and support the team’s recruitment processes; provide all the necessary information and elements on HR issues.
    • Coordinate the administrative and financial set-up of the project (financial tools, bank accounts, offices, etc.).
    • Implement operational project management tools.
  • Operational project and risk monitoring:
    • Ensure technical and administrative monitoring of deliverables (deadlines, technical content, budget, etc.) in coordination with other members of the team.
    • Monitor project progress and the achievement of key milestones.
    • Anticipate potential risks (political, diplomatic, technical, financial, HR, security, etc.) and develop contingency plans.
    • Apply Expertise France procedures in the implementation of activities, particularly for professional travel, public procurement, etc.
    • Ensure optimal coordination between program needs and the cross-functional functions of Expertise France (Legal Affairs Department, Financial Affairs Department, Communications Department, etc.).
    • Coordination of the activities of the experts involved in the project, in conjunction with the project manager in the field.
  • Administrative and financial aspect:
    • Prepare, initiate, and monitor public procurement alongside the project team, in cooperation with the cross-functional functions of Expertise France.
    • Ensure proper consultation of national parties and other local partners in the management of grants where applicable.
    • Coordinate, in conjunction with a project assistant, the financial monitoring of the project, monthly forecasting and budget closing exercises.
    • Ensure, in conjunction with a project assistant, the preparation, conduct and conclusion of audits.
  • Representation activities:
    • Prepare and participate in Steering Committee meetings with the donors and/or partners and beneficiaries.
    • Participate in representation events and missions abroad.

Contribution to the development and consolidation of the activities of the division and more broadly of the department: (40%)

  • Prospecting and identification of opportunities in the energy sector in connection with other themes of the department (climate, biodiversity, agriculture, air quality, resilience, waste, etc.).
  • Support for the development and management of a network of experts and partners.
  • Design of preliminary projects and drafting of technical and financial offers.
  • Participation in the capitalization process within the division and more broadly within the department: promotion of feedback and dissemination of good practices.
  • Participation in meetings, pole, department and agency events.

Your profile ?

  • Master’s degree in energy, environment, international project management or other related fields,
  • Experience of at least 5 years in management of international cooperation and/or technical assistance projects in the field of development economics and/or energy,
  • Good knowledge of cooperation mechanisms and public development assistance as well as financing mechanisms (notably AFD and/or EU),
  • Experience in awarding and monitoring public contracts,
  • Good knowledge of issues related to renewable energy production and energy efficiency,
  • Experience in a developing country is an asset,
  • Excellent command of French and English (oral and written),
  • Excellent writing and synthesis skills,
  • Sense of organization, good management of priorities, rigor,
  • Sense of diplomacy, patience and ability to adapt,
  • Responsiveness, autonomy, teamwork,
  • Perfect command of office software,
  • Availability for regular international missions.

The position is based in Paris at 40 Bd de Port-Royal, 75005 Paris.

The remuneration for this position consists of an annual package including the following benefits:

  • A 13th month paid monthly and effective upon taking up the position.
  • A variable portion of 3% of the annual gross salary
  • More than 45 days of annual leave, with the possibility of monetizing up to 10 days of RTT per year.
  • A share of profit-sharing, calculated based on the results of the year.
  • An allowance of 9 euros per day for meals (Swile Card).
  • 50% coverage of public transport costs.
  • A mobility bonus of 400 euros per year if you prefer to travel by bike.
