Urban Resilience to Climate Extremes in Southeast Asia (URCE) Program
Title
Terms of Reference (TOR) for the Energy Sector National Consultant hereafter called as “Consultant”. She/he will serve and provide resource inputs to the “Urban Resilience to Climate Extremes in Southeast Asia” (URCE) Program which is supported by Norwegian Agency for Development Cooperation (Norad).
Purpose and Objectives
In the implementation of the activities in Viet Nam under Outcome 3, ADPC will hire a national technical consultant for energy sector, who will support in the project implementation. The Consultant will provide professional technical assistance throughout the work process, through the application of theoretical and practical technical skills in researching, collecting, analyzing and presenting program information while learning organizational rules, regulations and procedures to support the development, implementation and monitoring of the Energy sector output results of the URCE Program. In addition, the Consultant will be tasked to develop Assessments’ Formats, training modules and to facilitate trainings, workshops and meetings where deemed necessary and as specified in the tasks and deliverables.
Impact of Results
The support provided by the Consultant will enable the ADPC program team to achieve the Energy sector related output results of the program. This, in turn, will contribute to the achievement of the outcome results of the URCE Program Document. When done effectively, the achievement of the outcome results will contribute towards achieving the program goal: resilient communities in deltaic and coastal urban areas in the target countries.
Responsibilities and Tasks:
The Consultant is expected to do to following to achieve the objectives and expected outputs of this consultancy: meet with specific people, hold consultation sessions, follow up discussions (online or in-
person) gather specific data, sit on committees, etc. with stakeholders at city/provincial and national
levels. The Consultant will seek ADPC’s guidance in terms of decisions and actions she/he may take.
She/he is also expected to work collaboratively with ADPC-URCE Program team and keep record of
reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
Please refer to the items on “Expected Outputs” and “Working Principles” for more details on work
supervision and reporting modalities ADPC as a whole or the requesting department.
Working Principles
The Consultant will work under the technical guidance of the Senior Public Health Specialist of the
Health Risk Management (HRM) Department of ADPC and other Specialists/program staff involved in
the project implementation. In addition, the URR Department Director will also provide supervision to
ensure the compliance with the roles and responsibilities mentioned below.
In addition, the Consultant will also join the ADPC URCE Team in the conduct of a series of consultative
meetings and follow up discussions (online or in-person) with sector stakeholders at city/provincial and
national levels.
Qualifications
Education:
Degree in Energy sciences with relevant specialization such as in Energy Policy, Renewable Energy or other related field/discipline; knowledge in disaster risk management, climate change adaptation is an added advantage.
Experience:
At least 10 years of professional work experience in energy and climate-related programs for developing countries.
Technical requirements:
- Experience in energy efficiency technologies and their applications
- Experience of broader energy efficiency and environmental impacts
- Understanding of disaster risk management, climate policy issues, including climate change adaptation and mitigation measures
- Strong quantitative analysis capability
- Advocacy
- Capacity development and training capabilities
Competencies:
· Ability to manage multiple stakeholders and balance expectations, building and maintaining relationships.
· Ability to analyze and synthesize data from a wide variety of sources, and present the resulting information in a clear and concise format.
· Excellent report writing, editing, conceptual, analytical and communication skills.
· Ability to work independently, and within a team and manage priorities.
· Excellent inter-personal and facilitation skills to effectively liaise with key stakeholders.
· Demonstrated competencies in computer-based word processing and spreadsheet applications, workshop organization, public speaking and sensitivity to cultural differences.
· Strong ability in advocacy issues related to energy and other energy-related issues.
· Demonstrated competencies in development and writing of training module, advocacy, IEC materials.
Language Requirements
Oral and written proficiency in Vietnamese and English languages is required.
Duty Station
The Consultant will be based in Viet Nam
Duration
The Consultant is expected to work for a total of 65 days covering the period 1 November 2021 and to complete the assignment by 31 July 2022.**
Itinerary
Please refer to the above item on “Expected Outputs” for deliverables and important deadlines for more details. If the Consultant will be required to travel, ADPC will shoulder the costs for transport, seminars, air travel, accommodation, etc. In addition, the Consultant will follow the ADPC travel policies and receive Daily Subsistence Allowance (per diem and accommodation as applicable) per ADPC rates during official missions.
Condition of Payment
The Consultant will be paid based on the approved budget allocation. The payment will be made into a given bank account number by the Consultant.
The Consultant will receive the payment of the services according to the following schedule:
· 30% upon finalization, submission and acceptance by ADPC of deliverables 1 and 2 (under section A).
· 30% upon finalization, submission and acceptance by ADPC of deliverables 3 and 4 (under section B).
· 40% upon finalization, submission and acceptance by ADPC deliverables 5, 6 and 7 (under section C). This will also constitute the final payment to the Consultant.
