Overview of position:

  • The Engineer is responsible for large & challenging engineering projects, applying a full range of engineering theories & techniques in the costing exercise & preparation of BOQ’s. The Engineer will monitor costs during construction, maintenance, repair & liquidation of major structures, facilities & related engineering activities required for peacekeeping field missions. The Engineer is responsible to provide cost estimates for the technical documents for bidding & BOQ’s.

Role objectives:
The Engineer will provide cost estimates at bidding stage & prepare BOQ’s. Provide support during construction of outsourced projects. Other tasks include:

  • Prepare BOQ’s, analyzes & advises on cost estimates during the planning, design stages, monitor costs during construction & maintenance of major systems & facilities such as buildings roads, bridges, airfields, helipads, railways, docks, waste disposal systems, flood control systems, water treatment facilities, related structures & other engineering activities in the field needed for the logistics support.
  • Should be an experienced Quantity Surveyor / Cost Engineer who is able to project accurate quantities & costing based on prevailing market rates. Conducts technical studies on engineering topics, developing guidelines for the general planning & maintenance of programs & facilities.
  • Evaluates, reviews, revises project documents & analyzes design specifications included in project proposals for accuracy, soundness, feasibility & cost.
  • Recommends solutions to unusual cost estimate engineering problems.
  • Makes recommendations for resolution on cost estimate issues. Participates in planning missions, serving as a Cost Technical Adviser to committees or meetings.
  • Contribute to the development of annual engineering budgets & associated work schedules, based on engineering resource planning, taking into account all required engineering material needs & selected enabling capacities (e.g. military engineering units, commercial contractors, mission support teams, or mission engineering staffing) for the most effective & efficient execution of the engineering work plans.
  • Monitor actual costs & schedule performance against the approved budget & baseline schedules. Conduct onsite meetings to assist in clarifying cost estimate issues, technical design elements as required. Performs other related duties as required.

Objectives:

  • A list of projects that requires preparation of SOW by the Engineer will be shared.

Outputs:

  • Prepare BOQ’s.
  • Provides expert cost analysis of problems & advises on overall costing during design & construction, leading to timely completion of projects in accordance with specifications & quality standards, significantly contributes to the training & preparation of engineering staff to meet future needs of the organization & mission.

Project reporting:

  • This role reports to the Project Manager.

Key competencies:

  • Advanced university degree (Master’s Degree or equivalent) in Civil Engineering; Quantity Surveying or a first level university degree (Bachelors Degree) in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  • Experience in managing an engineering office comprised of different engineering specialties such as construction, facilities management, electromechanical etc.
  • Experience translating client’s concept project proposals to final designs & advice on engineering procurements needs.
  • A minimum of 10 years of progressively responsible experience in engineering or related area.
  • Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the UN.

Team management:

  • This role has no team management responsibility.
