Overview of position:
Despite the current volatile environment, there exists a shared country, history & culture. Dialogue processes allow acknowledging differences while at the same time making space for a dialogue that encourages Yemenis to act on their commonalities. The ongoing Enhanced Rural Resilience in Yemen (ERRY) has intervened by tapping the commonalities as opportunities & tools for conflict mitigation approach. The intervention has not only focused on sensitizing targeted communities but also bringing affected communities together to have a common dialogue & identify self intervention led solution. The EU funded Enhanced Rural Resilience in Yemen (ERRY) is to enhance the self-reliance of rural people & communities to better cope with crises, risks & shocks. The project is being initiated & would continue its second phase (pending budget approval) for a period of 2 & a half years (2019 – 2021) is expected to be launched immediately after the signing of the agreement with the EU & prefinancing received. The project is proposed to be implemented in 5 governorates: Hajjah, Hodeidah, Lahj, Abyan and Taiz.
The overall objective of the program is to contribute to reduced vulnerability & strengthened resilience capacity of crisis affected communities in Yemen through creation of sustainable livelihoods & access to basic services. The specific objective (outcome) of the program: Crisis affected communities are better able to manage local risks & shocks for increased resilience & self reliance. The joint program expected to achieve the following results over the implementation timeframe:

  • Output 1: Community livelihoods, productive assets & food security are improved to strengthen resilience & self relianace.
  • Output 2: Vulnerable communities benefit from solar energy for sustainable livelihoods opportunities & enhanced social service delivery.
  • Output 3: Communities & local authorities have enhanced capacities to respond to conflict & gender sensitive priorities needs.

Our client in Yemen seeks to hire a Consultant Livelihood Specialist (ERRYII) based in the country office in Aden to support the closure of ongoing livelihoods activities of the project ERRY II. The service delivery would be for 2.5 months starting from 10 December 2021.

Role objectives:
Under the direct supervision of ERRY Coordinator, the Enterprise Development Specialist would undertake the following key tasks:
Businesses advisory support:

  • Identify 100 sample MSMEs based on performance criteria from the ongoing longitudinal survey.
  • Review the performance of the businesses & key challenges to address in 3 months.
  • Review cash/account, expenditure, profits, coping strategies, credit / debt & gap in the current MSMEs grant model.
  • Develop adaptive management implementation plan for the identified businesses.
  • Coordinate with longitudinal survey representative to provide the information on adaptive management to mark the businesses with the support.
  • Help longitudinal survey representative in collecting the data of 100 samples.
  • Provide report of the business advisory support.

Financial advisory support:

  • Link identified MSMEs with banking.
  • Review the required documentation to access loan / credit.
  • Ensure the provision of loan / credit for MSMEs.
  • Provide report on financial advisory support.

Rapid business capacity assessment for micro & small business associations:

  • Identify existing MSMEs (sector specific) associations / cooperative Ash Shamayetien.
  • Conduct rapid business capacity assessments.
  • Develop SME network & capacity building plan with the support of Chamber of Commerce / Yemen Business Club.
  • Provide report on business capacity assessment & capacity development plan.
  • Overall, facilitate a workshop on the above business, financial & SME network support & present the achievements.

Project reporting:

  • Under the direct supervision of the UNDP ERRY Coordinator based in Aden with technical support of ERRY Project Manager, the incumbent would work in 3 districts Tuban, Almusaimeer, & Ash shamayetien.

Key competencies:

  • Master Degree / Diploma in Enterprise Development, Business Administration, Financial Management.
  • Proven 5 years experiences for B.A./ Diploma or 3 years for Master’s Degree in Enterprise Development Projects / Program with NGOs / INGOs / UN or private sector.
  • Working experience in linking MSMEs with MFB / MFI & banks.
  • Proven experience on SME capacity assessment.
  • Proven experience in developing cooperative & associations.
  • Working experience with the UN system is preferable.
  • Fluency in English & Arabic, both written & oral.
