Position Overview
Pact is recruiting an Environmental and Development Technical Manager (EDM) for the USAID/Colombia Tierra Dorada activity, the purpose of which is to reduce greenhouse gas emissions, promote biodiversity conservation and support licit livelihoods through the development and support of socially and environmentally responsible artisanal and small-scale mining (ASM) activities and alternative sustainable economic opportunities in targeted areas in Colombia. This position is contingent on award.
The EDM will be responsible for managing and overseeing the technical aspects of the activity. Specifically, the EDM will be responsible for ensuring the adequacy, efficiency, quality, integration, appropriateness, and overall responsiveness of assistance provided by TD, which will require close coordination with USAID, Pact partners, Pact staff, and livelihoods stakeholders.
Key Responsibilities
- Provide technical and strategic leadership in support of integrated land reclamation and rehabilitation work that leads to social, economic, and/or environmental benefit for communities
- Through partner and stakeholder organizations facilitate a full range of appropriate economic strengthening options for households (i.e., income generation, market opportunities, farming, etc.)
- Provide start-up and ongoing technical support to develop project Work Plans and technical solutions and assist field teams to implement project activities
- Ensure continuous adherence to globally recognized best practices
- Develop toolkits, edit/review donor reports, collect success stories, and coordinate efforts to identify and document best practices from programming
- Other tasks as required to achieve the project objectives
Basic Requirements
- Master’s degree in a relevant engineering, development, environmental, natural, or earth sciences or four years of equivalent experience in environmental issues
- A minimum of six years of relevant work experience with development projects concerning technical environmental solutions, economic development, or governance
- Demonstrated knowledge of the ASM and illegal mining context in Colombia, or proven experience in programs focused on mining, extractive economies, illicit economies, or environmental issues
- Demonstrated knowledge or experience in technical solutions/projects involving digital technology, mechatronics, software, or integration of technology
- Established facilitation and project management skills
- Ability to develop/maintain strong relationships with local partners
- Demonstrated understanding of and experience working with program teams in remote and challenging settings
- Demonstrated effective interpersonal and creative problem-solving skills
- Demonstrated leadership, versatility, and integrity
- Strong writing, oral, and interpersonal skills
- Fluency in Spanish and working proficiency in English
Preferred Qualifications
- Colombian nationals are strongly preferred
- Prior experience working on REDD+, Payment for Ecosystem Services, or other environmental compensation approaches
- Familiarity with the following regions a plus: Choco, Antioquia, Cauca, Bolivar, Nariño.
- Experience with USAID and/or other donors preferred with good understanding of cross-sectoral engagement among governments, private, and donor communities
