Sudan is experiencing multiple challenges including macroeconomic crises, armed conflicts and displacement, protracted refugee situations and natural disasters, as well as Covid-19. The result of this crisis is large-scale humanitarian needs across the country leaving an estimated 9.3 million people in need. On top of this, In November 2020, fighting in the Tigray region of Ethiopia led to the flight of around 60,000 refugees to eastern Sudan, with planning figures estimating up to 100,000 refugees by June 2021.

In response to growing needs in recent months, the IRC has scaled up capacity through the emergency response team and expanded humanitarian activities in the east of the country in response to the Tigrayan refugee crisis. The IRC currently has one field base in Gadaref in addition to the head office in Khartoum and is looking to expand in program scale, scope, and geographic support over the coming months.

As part of IRC’s programming expansion and ensuring a holistic programming approach through the Economic Recovery & Development (ERD) sector the organization will be starting cash relief activities in Gadaref and is exploring opportunities to expand elsewhere in Sudan.

Main Purpose of Job:

The Economic Recovery & Development (ERD) Manager will support the development, implementation, monitoring, and evaluation of basic needs and ERD program activities. This includes cash and vouchers, and emergency food distributions. The Manager will play a key role in the oversight and quality implementation of the economic recovery and development portfolio.

Duties & Responsibilities of Job:

Program Implementation & Strategy Development

• manage the implementation of cash, voucher and in-kind programming across multiple sites, ensuring programs achieve their objectives within the allotted time and budget and to quality;

• Provide technical and management support to cash and voucher distribution teams

• Assess the appropriateness of different programming options and ensure implementation modalities best respond the needs and context;

• Support emergency preparedness and rapid response to onset displacement, through field teams and implementing partners.

• Work with beneficiaries, vendors, finance, and operations teams to identify optimal transfer amounts and payment mechanisms for cash and voucher assistance;

• Work alongside the Economic Recovery and Development Coordinator to develop the country sector’s strategic direction and plans including expanding economic programming based on the needs of target populations in Sudan

Grant Planning, Program Implementation & Business Development

• Works alongside the ERD Coordinator to anticipate, plan and manage programmatic and structural transitions. The ERD Manager will have significant operational budget oversight and develop spending plans, and procurement plans to ensure grants are spent accordingly.

• Ensure the IRC submits donor reports as per set schedules (monthly, quarterly, and annually) on grant activities, indicators, and achievements that are produced in quality.

• Assist with program development, including the writing and preparation of proposals, reports, or other outputs as needed in support of expanding cash and voucher programming in Sudan.

Staff Management and Development

• Build the capacity of the team under his/her supervision in selected program methodologies and provide ongoing coaching and support of staff to ensure high-quality program implementation.

• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

• Take responsibility for discussing job expectations, performance, and objectives on a quarterly basis with all staff and as a part of the annual Performance Review and Planning Process.

• Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of the team.

Partner Identification & Management

• Ensure regular performance monitoring of partners to achieve the set project’s objectives; provide technical support and guidance.

• Where possible identify new partners (including the private sector) to support economic recovery and development program activities.

• Where relevant, support the ERD Coordinator in external representation and technical coordination with other stakeholders, including INGOs, CBOs, clusters, and working groups.

Other Internal and/or external contacts:

• Internal: close collaboration with Managers, other IRC Sudan programs Protection, Health, Environmental Health, Grants, Supply Chain, HR, and Finance Departments

• External: close collaboration with other humanitarian actors, local implementing partners, UN agencies, government, and service providers

Qualifications

• Bachelor’s degree in social sciences, nutrition, economics, business management, international affairs, or related field preferred or equivalent relevant work experience.

• Experience with cash transfer programming, market-based emergency responses, and economic recovery programming is strongly desired.

• Minimum of 3 years of professional humanitarian experience, Strong team and people leadership, management, organizational and development skills.

• Strong program and budget management skills including planning and reporting across multiple grants.

• Strong written and oral communication skills, effective in representation and liaison with external parties.

• Works well in and promotes teamwork, is comfortable in a multicultural environment, flexible, and able to handle pressure effectively and productively.
