Oxfam International is unable to guarantee the obtaining of a work permit for the role. Candidates must have and be able to retain the legal right to work in Belgium. We are not able to support the relocation of a candidate to take up the position in an Oxfam location.

The Role
Oxfam International Secretariat is looking for Oxfam International Secretariat is looking for a EU Civic Space Policy Advisor to play a leading role in developing and implementing an advocacy strategy on civic space to influence the EU institutions. This position will also support country teams and partners to influence the EU’s operations at the country and regional level in response of shrinking space and link this to actions by Brussels based institutions, as well as link these to agriculture and climate policies. The Policy Advisor will lead on influencing EU targets on civic space, contribute to strategic influencing and connections across countries and regions, facilitate (digital) visits by local civil society and human rights defenders to Brussels, and contribute to funding proposals for potential donors to resource country strategies as required.

Who we’re looking for
Our next Civic Space Policy Advisor will need to have strong personal motivation for protecting and strengthening civil society and civic space; experience in the humanitarian / development sector, preferably on civil society strengthening and defending civic space, human rights and democracy, and / or social innovation; excellent understanding of the EU institutions, processes, and political debates, including those related to humanitarian and development policies; and a track record in planning and implementing influencing strategies.
The successful candidate will also have experience in alliance building, working with civil society partners and across multi-cultural environments; diplomacy, tact and negotiation skills; well-developed interpersonal and team skills and an ability to be flexible and sensitive in demanding situations; an excellent level of written and spoken English.
