The European Readmission Capacity Building Facility (EURCAP), funded by the European Union (DG HOME), aims to contribute to more effective and efficient cooperation in migration governance between the EU and its partner countries through capacity building initiatives. Specifically, the EURCAP Facility’s overall objective is to strengthen partner countries’ capacities to manage returns and cooperation on readmission with the EU, as well as to prevent irregular migration.
The consultant is expected to contribute with her/his knowledge and experience in the area of project and strategic communication and visibility to the end of (1) promoting greater knowledge and awareness of the work and achievements of the project; (2) updating the project’s communication and visibility materials, and (3) revising the project’s communication and visibility strategy, within the timeline of the consultancy.
Tasks to be performed under this contract: Under the direct supervision of the Senior Project Manager and in close collaboration with the EURCAP Facility Project Management Team (PMT), based in Brussels, and other units/colleagues as warranted, the Consultant will be hired to deliver the following deliverables on a three-instalment payment basis:
A. Support the EURCAP Facility in communication and awareness raising of the project’s activities and achievements among stakeholders and partners (by June 2023):
- Develop key project messages to increase knowledge among stakeholders about the project’s results and achievements;
- Develop a consolidated outreach database of internal and external key stakeholders and partners of the project;
- Draft an outreach plan to promote project’s activities and to maintain further contact with the key stakeholders and partners to ensure regular updates are shared in a timely manner.
B. Update the EURCAP Facility communication and visibility materials (by October 2023):
- Assess and update existing project visibility materials, including brochures, project-related Microsoft Office templates and other products, as necessary;
- Update the EURCAP Facility website, prepare additional web content;
- Mentor the team on the development of social media content (Twitter and LinkedIn), in line with the new IBG Social Media Strategy.
C. Revise the EURCAP Facility communication and visibility strategy (by December 2023):
- Assess and review the communication and visibility needs and priorities of the project, in line with donor expectations and the IOM institutional communication strategy;
- Update the communication and visibility strategy, appropriately tailoring messages to the needs of the wide range of stakeholders/targeted audience;
- Revise implementation plan for the strategy, including the re-identification of the appropriate communication channels, in coordination with relevant IOM units at Regional and HQ levels and as appropriate donor and beneficiary stakeholders;
- Ensure the effective dissemination of the strategy among the projects local project teams in the implementing countries;
- Develop an appropriate Monitoring & Evaluation framework to facilitate the monitoring of the implementation of the strategy and its impact on raising awareness of the project EURCAP’s activities and achievements;
- Based on the assessment of the existing project communication strategy, provide recommendations on communication and awareness raising for possible subsequent phases of the project.
Education, Experience and/or skills required
- Master’s degree in communication, journalism or similar;
- At least 5 years of professional experience in the area of communication, journalism and/or media relations;
