Context:

The Central Evaluation Unit (EVA) in the Department of Strategic Planning and Organisational Performance (DPP) is a core oversight function of IOM and a key management function, which requires a strengthened standardized approach at all levels of the Organization. DPP guarantees that evaluation is well established in IOM for an effective oversight and management of IOM activities. Evaluation allows IOM to be more accountable and increase learning and knowledge. In addition, EVA is working closely with RBM Unit, which is also part of DPP, and to a lesser extent with Enterprise Risk Management and Compliance Units that are also part of the department.

Under the direct supervision of the Chief Evaluation, the Evaluation Associate (Knowledge Management) will work in cooperation with other colleagues in EVA, the Regional M&E Officers (ROMEOs), as well as with IOM Country Offices and IOM Headquarters, in particular with the Department of Information and Communications Technology (ICT).

Core Functions / Responsibilities:

  1. Support the development, update and management of IOM monitoring and evaluation (M&E) portal, the Evaluation Webpage and Repository, as well as other e-system that are/will be developed for the management of EVA function, including within PRIMA, in line with the needs of EVA and ROMEOs.
  2. Maintain the M&E portal network and membership, including adding relevant members as needed, and update the external evaluation consultants database.
  3. Adjust database to manage and maintain the organization’s roster of internal as well as external evaluators to ensure that information is up to date, including blacklisting.
  4. Follow-up on the publication of evaluations (central and decentralized) and maintain the IOM evaluations repository, including the publication of the Management responses. Follow-up with the UN Evaluation Group (UNEG) Secretariat for updating the link with the UNEG evaluation database.
  5. Answer queries for evaluation reports that match with a specific area of analysis, in particular in the framework of UN joint and synthesis evaluations.
  6. Contribute to the development, update and management of a platform for IOM decentralized evaluations yearly plans and follow-up on the finalization and publication of related evaluations.
  7. Provide technical support for the e-information and communication initiatives, including in relation with PRIMA, that EVA intends to implement and manage such as a e-Quality management system and e-M&E Guidelines.
  8. Draft information sheets on EVA related efforts and issuance of guidance notes to supplement technical support on evaluation.
  9. Collect data and draft reports and infographics related to evaluation efforts and outcomes of evaluations to encourage learning and utilization of evaluations and for preparing IOM annual evaluation report.
  10. Assist in the organization of EVA webinars and draft summary reports following the webinars.
  11. Assist in/coordinate the organization of meetings related to the work under the responsibility of the incumbent with ROMEOs and other stakeholders (internal and external).
  12. Perform other related duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Economics, International Relations, Business Administration, Social Sciences, Law, Development Studies, International Affairs, Information Technology or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

Practical experience of how to multi-task, prioritize and work independently.

Skills

  • Understanding and knowledge in the creation of knowledge management products such as dashboards (using Power BI), info-sharing systems, infographics;
  • Ability to timely understand the Organization’s structure and portfolios;
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
  • Computer literacy, especially database tools;
  • Excellent organizational skills;
  • Proven ability to produce quality work accurately and concisely according to set deadlines.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
