Overview:
The Evaluation Expert is a full-time position based in Accra, Ghana that may require travel to field sites. Tasks to which he/she will offer support include providing donors and Implementing Partners (IPs) with high-level, technical, analytical, advisory, training and related support services for performance and impact measurement, performance-based communication and information management and evaluation. Additionally, the Expert will lead the design and management of evaluations, analyses, and assessments. The Expert will provide oversight of evaluation methodology, including sampling procedures, survey methodologies, and qualitative data collection methods. The Expert will also be relied on for quantitative and qualitative data analysis. The Expert will provide oversight in the planning and coordination of performance and impact evaluations, operational research, baseline assessment, survey design and methodology, and research. Responsibilities
Essential Duties/Tasks and Responsibilities:
- Oversee evaluation, analyses, and assessments throughout the life of the activity, including data collection, design of evaluation methodologies and participatory data collection methods and protocols, as well as
- Oversees data quality verification techniques for assessments and reports.
- Responsible for the design, quality, and final deliverables of all evaluation reports and any evaluations, assessments, surveys, and studies including the testing of the development hypotheses, where feasible. This will include the design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations
- Work with the Chief of Party (COP) in ensuring that evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission’s programmatic work in-country.
- Supports the review and development of evaluation statements of work when it is determined that a third party other than the Contractor will perform the evaluation.
- Contribute to the design of meaningful impact evaluation questions;
- Other duties as assigned.
Qualifications
Minimum Requirements:
- Work authorization in Ghana is required and must have already been obtained.
- At least 12 years of relevant experience in monitoring and evaluation methodologies (i.e. both quantitative and qualitative data collection, processing, and analysis), or 8 years of experience with a Master’s Degree.
- Understanding of international development including health, education, governance, energy;
- Demonstrated expertise of USAID M&E principles and requirements, including familiarity with ADS 201
- Demonstrated knowledge of utilization focused evaluation design
- Strong organizational skills, analytical capabilities, able to work in a fast-paced environment, demonstrated ability to handle multiple tasks
- Demonstrated skills in working collaboratively with others to create and maintain a team environment and culture
- Excellent verbal and written communications skills in English
- Demonstrated ability to produce and edit reports and technical documents.
- Demonstrated high quality analytical and problem-solving skills.
- Familiarity with standard/office IT applications.
Education: A Bachelor’s degree in monitoring and evaluation, agriculture, statistics, economics, or business administration from an accredited college or university. Master’s Degree preferred.
Preferred Knowledge, Skills and Abilities:
- Demonstrated experience in monitoring and evaluation, collaboration, learning, and adapting (CLA) approach
- Demonstrated practical experience in using monitoring and evaluation and learning activities to inform activity implementation and results.
- Able to clearly and transparently communicating to the Mission the feasibility, strengths and limitations of undertaking particular impact evaluations, or of using particular impact evaluation designs; and understanding the technical aspects of impact evaluations, such as the appropriate selection of treatment and control/comparison groups, sampling approaches, and data collection and analysis methods.
- Experience managing and fielding evaluation teams in complex or challenging environments. (preferred)
- Demonstrated experience leading assessment and survey design, quantitative and qualitative data collection methods, quantitative and qualitative analysis methods, and quantitative and qualitative data collection instrument/tool design.
- Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders and project beneficiaries.
- Experience drafting and conducting quality control on USAID evaluation reports, with a clear focus on differentiating between findings, conclusions, and recommendations
- Supervise the work of Research Manager and Evaluations Manager
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position has supervisory responsibilities.
Travel: In-country travel may be required.
