IMPACT is seeking to hire an Evaluation Manager to lead sector-specific evaluations, with a particular focus on protection, markets and livelihoods in Venezuela . The Evaluation Manager will be responsible for supervising the team, including activities related to planning and design, data collection, analysis, quality control, data and information management, design and writing of reports and presentations, collection of best practices and lessons learned, and participation in internal and external meetings in accordance with IMPACT guidelines.

The candidate is seeking an experienced candidate who has previously implemented research projects in a complex humanitarian setting. Under the supervision of the Country Representative and IMPACT Headquarters in Geneva, the Evaluation Manager ensures the validity and strengthens the quality and efficiency of all evaluation cycles under his/her supervision, in accordance with IMPACT standards, partner expectations and the IMPACT ethos of facilitating evidence-based response. As part of the mission management team, and in coordination with the team, the Evaluation Manager will provide advice, at all stages of the relevant research cycles. The candidate should be comfortable representing IMPACT to external actors and be able to coordinate and network with a variety of external partners. The Evaluation Manager will be responsible for contributing to the development of mission and unit strategy. The position is based in Caracas with the possibility to travel as needed.

RESPONSIBILITIES

PERSONNEL MANAGEMENT

The Evaluation Manager is responsible for the supervision and day-to-day management of staff in their unit. They will be expected to guide and direct staff and prepare and follow up on work plans with each staff member reporting directly to them. They will be required to support the recruitment of staff in coordination with REACH Coordination and ACTED HR. This will include planning ahead for recruitment needs, preparing terms of reference, and supporting testing and interviewing potential candidates.

EVALUATION PLANNING

  • Ensure that secondary data has been considered in the preparation of all assessments;
  • Designing evaluations and data analysis plans, ensuring that all evaluations are planned in line with relevant project and programme objectives, in consultation with humanitarian partners and according to IMPACT guidelines and quality standards;
  • For each assessment, review the Terms of Reference (ToR) before submitting them to IMPACT Headquarters for validation.

EVALUATION IMPLEMENTATION

  • Oversee the development of quantitative and qualitative data collection tools, providing technical support to team members;
  • Lead coordination with external partners for primary data collection, together with the Field Coordinator;
  • Supervise the training of enumerators for primary data collection;
  • Ensure that all data collected is stored in accordance with IMPACT’s data management guidelines and terms of reference;
  • Monitor data collection, in accordance with agreed terms of reference.

ANALYSIS

  • Oversee data cleansing and analysis processes, ensuring proper implementation in accordance with agreed terms of reference and/or agreements with key external partners;
  • Lead and manage the production of reports, briefs, and presentations;
  • Review all assessment products to ensure high quality standards;
  • Manage the preparation, conception and production of information products, maps and dashboards as necessary in coordination with data and GIS staff.
  • Follow up with key partners and stakeholders during the analysis and dissemination processes, as necessary;
  • Ensure that all assessment products are completed in a timely manner and have been validated and verified by IMPACT Headquarters.

EXTERNAL RELATIONSHIP

  • Represent IMPACT at in-country cluster, thematic group and technical working group meetings, and follow up on technical issues identified at the meetings;
  • Present evaluation results to relevant partners, to improve their use and impact;
  • Ensure that relevant partners are consulted and involved at all stages of the evaluation cycle: evaluation preparation; data collection; data analysis; product review; product dissemination; and lessons learned;
  • Maintain close liaison with partner organizations to ensure smooth implementation of activities;
  • Ensure that external communications with key partners and stakeholders, including UN agencies and NGOs, have been conducted and documented as appropriate;
  • Support the Deputy Country Representative in external engagement on strategy or fundraising and grant management as required.

STRATEGIC DEVELOPMENT

  • Contribute to identifying information gaps in line with humanitarian priorities, and identify strategies to strengthen the impact of assessments focused on protection, markets and livelihoods, among other topics;
  • Explore and contribute to synergies with other evaluation and knowledge management actors, as well as strategic partnerships with key humanitarian actors and decision-makers. Give special importance to finding contextually sensitive ways to overcome dissemination and communication challenges among humanitarian actors;
  • Contribute to the development and implementation of the IMPACT Venezuela strategy.

ACCOUNTABILITY TO COMMUNITIES AND BENEFICIARIES

The Evaluation Manager is responsible for ensuring that all interactions with Venezuelan communities are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about the objectives, activities, and methodologies of the IMPACT program. This is the responsibility of every IMPACT staff member.

CONFIDENTIALITY AND DATA PROTECTION

The Evaluation Manager will maintain the strictest confidentiality regarding all data collected and related processes and will actively take measures to prevent unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during their assignment with IMPACT.

REQUIREMENTS

  • Excellent academic background, including a bachelor’s degree in economics, sociology, international relations, or a related discipline, or equivalent work experience;
  • At least 5 years of relevant work experience in evaluation, preferably in humanitarian or development settings;
  • Several years of experience and familiarity with the humanitarian aid system in Venezuela;
  • Excellent research design and data analysis skills;
  • Good knowledge of different sampling frames and statistical knowledge;
  • Advanced knowledge of Microsoft Office (in particular, Excel, Word and PowerPoint);
  • Oral and written command of English.
  • Excellent attention to detail and commitment to producing high quality work;
  • Ability to adapt, proactivity, and interest in learning and innovation;
  • Leadership and building a culture of teamwork based on productivity and respect;
  • Critical thinking and decision-making skills under pressure;
  • Flexibility to take on other tasks and responsibilities as needed by the team.

Desirable

  • Experience in research or projects on protection, markets, and livelihoods;
  • Experience creating ODK/Kobo quizzes;
  • Experience with InDesign;
  • Knowledge of R/Python/STATA/SPSS or equivalent statistical software;

CONDITIONS

  • Salary defined based on the organization’s table;
  • Work location: Caracas, Venezuela with possible travel within the country and region;
  • Contract duration: 10 months (with possibility of extension);
  • Start date: 02/15/2025
