Overview:
IBTCI is seeking a local (Yemeni) Evaluation Specialist for an evaluation of humanitarian assistance in Yemen. IBTCI implements the Yemen Monitoring, Evaluation, and Learning Project (YMELP), whose purpose is to establish a third-party monitoring and evaluation system to monitor, verify, and analyze trends in humanitarian programming in Yemen funded by Bureau for Humanitarian Assistance (BHA). This evaluation is expected to last about three months and require 30 days of LOE.
Responsibilities
Scope of Work:
- Working closely with the Evaluation Team, serve as an evaluation team member and help ensure high-quality products are delivered in a timely manner. The team will be led by an Evaluation Team Leader (US or international), a Senior Evaluation Specialist (US or international); this Evaluation Specialist (Yemeni), and will be supported by a local/regional subcontractor for data collection.
- Serve as a local POC in Yemen for the Evaluation, and coordinate with the data collection organization as required.
- Participate in evaluation activities and periodic meetings, conference calls or in-person meetings if/when requested.
- Assist in the development of the Final Evaluation Report, as well as the Final Presentation of Evaluation Report consistent with the guidance provided in ADS 201 and USAID’s Evaluation Policy.
Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.
- This position does not authorize/require the consultant to directly communicate with IBTCI clients.
- This position does not authorize/require the consultant to have decision making authority on final work product.
Qualifications
Minimum Requirements:
- 8 years of experience in international development or humanitarian assistance.
- Proven experience in supporting and/or conducting evaluations in humanitarian emergency context as an Evaluation Specialist (or similar) of donor-funded projects.
- Demonstrated experience in humanitarian assistance.
- Strong oral and written skills in English required. Proficiency in Arabic desirable.
- Strong communication, team participation, and organizational skills.
- Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required.
- Ability and willingness to work for extended periods in insecure and diverse environments.
- Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.
- In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.
Education: Bachelor’s degree in Evaluation Sciences or in International Development or a related field, such as Economics, Political Science, Public Administration, Business Administration, strongly preferred. Experience may be substituted for education.
Preferred Knowledge, Skills and Abilities:
- Familiar with USAID evaluation policies and guidelines.
- Relevant experience in fragile and conflict affected countries, Yemen or Middle East experience strongly preferred.
Supervisory Responsibilities: This position does not have supervisory responsibilities.
Travel: Domestic travel may be required and may include travel to fragile and/or conflict-prone zones.
