Position: Evaluation Team Leader, School Feeding

Location: Kinshasa, Democratic Republic of Congo (DRC) with possible travel to field locations

Job Description: Forcier seeks an evaluation expert for the Evaluation Team Leader position on an anticipated World Food Program (WFP) School Feeding program evaluation. The aim of the evaluation is to assess whether the targeted beneficiaries of the school feeding program are receiving services as expected, assess whether the project is on track to meeting its stated goals and objectives, review the result frameworks and assumptions, document lessons learned and discuss necessary modifications for mid-course corrections that may be necessary to effectively and efficiently meet the stated goals. This evaluation will be multi-year and cover all phases of the project between 2021-2026 including 354 primary schools in 7 departments (Bouenza, Cuvette, Lekoumou, Likoula, Plateaux, Sangha and Pool) and 38 districts in the DRC.

The position will be on a contract basis and be based in Kinshasa, DRC with travel throughout the country. The position is open to international candidates but Congolese citizens are preferred. It is MANDATORY to have past WFP Evaluation experience for this role.

Responsibilities:

  • Provide technical and operational oversight to all aspects of the evaluation ensuring activities and deliverables are executed with quality and within time and budget requirements.
  • Lead/manage evaluation, analysis, and assessment activities, including coordination and oversight of local partners engaged in these activities
  • Design quantitative and/or qualitative data collection and analytical methods and tools to support evaluation design and implementation
  • Ensure documentation and dissemination of findings, impact, innovations, and lessons learned
  • Ensure that all activities are undertaken in full compliance with Forcier’s standard operating procedures, WFP policies and regulations, and local policies and laws.

Education requirements:

  • Minimum of a Master’s degree in a social science, organizational development, development studies, or a related field highly preferred

Requirements

  • Minimum 8-10 years of evaluation experience in the DRC especially for the WFP
  • Prior experience as a WFP Evaluation Team Leader strongly preferred
  • Experience designing and implementing various types of mixed-methods evaluations (impact, analyses, and assessments required
  • Significant data analysis skills, including command of statistics, sampling methodologies, statistical analysis software, and data validation techniques
  • Extensive experience drafting and finalizing evaluation reports
  • Experience applying systems thinking in evaluation design, participatory data collection methods, and protocols, and facilitating participatory data validation and analysis exercises
  • Fluency in written and spoken English and French; good working knowledge of local languages is a plus
  • Must be authorized to work in DRC
  • Congolese national preferred
  • Proficiency in Microsoft Office applications and G Suite applications
  • Advanced executive function and task management (you should be able to manage multiple tasks with various deadlines and be able to allocate your time and efforts accordingly)
