Evaluator for the Project Evaluation: Support to routine EPI in the Province of Ndjamena At Doctors Without Borders

As part of this recruitment process, we are looking for a lead evaluator to evaluate our project “Support to routine EPI in Ndjamena Province” in Chad. This assignment offers a unique opportunity to bring your expertise in a humanitarian context and contribute to the sustainable improvement of health systems. The lead evaluator will be supported by a member of the Vienna Evaluation Unit ( VEU ), who will act as co-evaluator for this assignment.

  • Evaluation subject: Evaluation of the project: Support to the Expanded Vaccination Program (EVP) in the Province of Ndjamena MSF OCG Chad.
  • Evaluation purpose: To assess the relevance, effectiveness (including accessibility), impact and coordination of the project aimed at improving access to vaccination for children aged 0 to 23 months and women of reproductive age in two health districts of Ndjamena (Centre and East).
    This evaluation seeks to measure whether the project has succeeded in: (1) increasing vaccination coverage, (2) strengthening community participation in medical activities, and (3) assessing the collaboration between MSF and the Ministry of Public Health.
  • Intended Use: This evaluation will provide strategic recommendations and identify best practices and areas for improvement to expand vaccination initiatives in similar settings.
  • Period assessed: June 2023 to December 2024
  • Evaluation duration: Estimated 3 months
  • Expected start date: January 2025

Profile / Requirements for candidates

Candidates must have the following qualifications and experience:

  • Experience in conducting medical project evaluations for humanitarian or international development organizations
  • Experience in clinical aspects related to the field of evaluation (vaccination campaigns), in addition to general evaluation skills
  • Experience in collecting research data
  • Understanding ethical issues related to medical evaluations
  • Experience in presenting evaluation results to different audiences
  • Excellent command of French and English, spoken and written
  • Communication and report writing skills for effective reporting
  • Work experience (including consultancies, evaluations, field research, etc.) in similar contexts, including in Chad or in countries in the region is desirable.
  • Ability to work in an intercultural environment requiring flexibility
  • Ability to work collaboratively with diverse stakeholders and adapt to local dynamics.
