CONTEXT
CARE is present in 100 countries and implements more than 1000 emergency and development projects in collaboration with government actors and local development actors. Our goal is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustices. In Cameroon since 1978, current interventions are structured around 3 action programs (broken down into several projects): The Health program, The Economic and Climate Justice program and The Gender Justice program.
The operations are coordinated in Yaoundé and implemented from six (06) offices, including three (03) specifically for the global fund program (Garoua, Douala and Yaoundé) and two (02) for the other programs (Maroua and Batouri).
As part of the implementation of several projects in the process of being obtained or obtained, CARE Cameroon plans to recruit and/or constitute a pool of experienced project managers with technical expertise in:
- Urban planning / architecture
- Economic development
- Local governance
- Promotion of gender equality – cross-cutting competence

- Contract form: Fixed-term contract of one (01) year, possibly renewable (trial period included)
- Working hours: 40 hours per week (Full time)
- Reporting to: Programs Department/Field Coordinator
- Location of the position: Yaoundé, Douala, Maroua, Batouri, Garoua – non-relocated position
Mission :
In general, the Project Manager (PM) is responsible for planning, monitoring and coordinating activities, supervising the project’s technical teams and activities delegated to the project’s implementation partners. He/She will be responsible for:
- Ensure the achievement of the expected objectives of the project contracted with the donor, in accordance with CARE’s strategy in Cameroon;
- Supervise the operational teams assigned to project activities and ensure the proper execution and quality of activities;
- Respect the defined agenda and procedures of the donor;
- Coordinate, monitor and facilitate links with local partners (civil society organizations);
- Oversee the proper financial execution of the project budget and regulatory procedures related to the donor and CARE as well as the production of financial reports;
- Ensure that monitoring, evaluation, accountability and learning processes are effective
MAIN RESPONSIBILITIES BY THEME
Urban planning / architecture:
- Contribute to sustainable and inclusive urban planning in collaboration with local authorities, communities and the private sector;
- Lead the co-construction of urban development projects aimed at improving public infrastructure (roads, basic services, leisure areas, etc.) in flood-prone and/or climate-sensitive areas;
- Ensure that environmental and social issues including gender and inclusion are taken into account in the urban project;
- Advise on best practices in mobility, public space management and urbanization;
- Promote gender inclusion in the project by ensuring equal access to opportunities for men, women and girls.
Economic development:
- Design and implementation of economic development and financial inclusion activities;
- Identification of promising sectors for the development of sustainable value chains;
- Capacity building and coaching of CSO agents and those of the target municipalities of the project on the transfer of socio-professional profiling tools, setting up of micro-projects, simplified accounting, AVEC, etc.;
- Assess the impact of projects on economic growth and poverty reduction;
- Analyze and propose solutions to local economic challenges (employment, microcredit, infrastructure);
- Promote gender inclusion in the project by ensuring equal access to opportunities for men, women and girls.
Governance :
- Ensure the implementation and monitoring of the project aimed at improving governance systems in the intervention areas;
- Coordinate the engagement of local, regional and national stakeholders;
- Provide technical advice to municipalities, municipal unions and decentralized state services in matters of inclusive governance;
- Contribute to the definition and implementation of participatory, inclusive public policies that are sensitive to gender and climate;
- Analyze the effectiveness of governance systems and propose appropriate reforms;
- Promote gender inclusion in the project by ensuring equal access to opportunities for men, women and girls and their active participation in decision-making at local and national levels
SKILLS AND QUALIFICATIONS REQUIRED FOR THE POSITION
KNOW
- Diploma : Bac +5 in one of the following fields:
Urban planner profile : Urban planning, architecture, urban planning, or related field;
Economic development profile : Economics, financial inclusion, entrepreneurship or related field;
Governance Profile : Social Sciences, Law, Decentralization, Public Policy, Territorial Planning or related disciplines; Experience :
- Minimum 5 years of professional experience as a project manager in an NGO;
- Experience in one of the following areas:
- Strengthening institutional capacities, especially with CSOs and municipalities required;
- Urban planning, architecture;
- Decentralized governance;
- Economic development, financial inclusion and/or entrepreneurship;
- Adaptation to climate change;
- Strong leadership, partnership and management skills required;
- Experience in empowering marginalized groups, specifically women, youth, refugees, internally displaced persons, people with disabilities, etc.
- Adaptability to a context with security constraints/good stress management;
- Have good analytical and anticipatory skills;
- Good command of French and/or English is required.
