- The project
JES is deepening its successful work with justice operators in Panama by improving technical capabilities and building greater inter-institutional collaboration for the strategic investigation and prosecution of human trafficking crimes in the region. Through its project “Strengthening Institutional Capacity to Combat Human Trafficking with a Focus on Corruption, Money Laundering and Transnational Organized Crime”, JES works on the capacity to combat human trafficking, reduce impunity for transnational criminal networks and provide greater protection of the human rights of victims, particularly women and girls in Panama, Colombia and Costa Rica.
The project has three main results/objectives:
- Improve technical capacity and practices with a gender perspective in the investigation of human trafficking cases in Panama.
- Increase the capacity to prosecute and convict perpetrators of human trafficking with a gender focus in Panama.
- Strengthen mechanisms with a gender perspective and transnational cooperation to combat human trafficking that affects women and girls in Panama, Colombia and Costa Rica.
To achieve these results, JES applies a Gender Based Analysis Plus (GBA+) perspective throughout project planning, implementation and evaluation, integrating a combination of gender-related awareness and sensitization training across all curricula. and activities.

- Develop content and facilitate courses for prosecutors, investigators, victim care professionals and forensic psychologists on the application of trauma-informed practices in the detection, identification and investigation of human trafficking crimes and in care and support to victims and survivors during a criminal process.
- Expected results
Main activities
- Review materials already developed by the JES team related to the topic and analyze their possible incorporation into the workshop under development.
- Attend virtual meetings with counterparts from the justice sector in Panama to learn about their expectations and needs, and discuss the course plan.
- Develop content, materials, and a workshop plan for prosecutors, investigators, victim care professionals, and forensic psychologists on the application of trauma-informed practices in the detection, identification, and investigation of human trafficking crimes. and in the care and support of victims and survivors during a criminal process.
The course contents should address the following topics, among others identified by the consultant:
- What is trafficking? What are the indicators?
- What does trauma do to the brain of a trafficked person and what are the impacts on the person? What are the implications of a trauma-based approach in caring for victims or survivors of trafficking?
- How are the detection, identification and risk assessment tools of a possible victim implemented, using the care protocols in Panama?
- What are specialized trauma-informed interview and care techniques with an intersectional gender approach?
- How can a trauma-informed approach be incorporated into criminal investigation and prosecution processes?
- In collaboration with the JES team and a gender specialist, design interactive sessions in which participants can share their experiences, ask questions and actively participate in the learning process. These activities may include case studies, group exercises, discussions, and role plays, among others. All this will be built in joint sessions with the JES team.
- In collaboration with the JES team and a gender specialist, develop tools to evaluate the learning of knowledge and skills of the participants.
- In collaboration with the JES team and a gender specialist, facilitate a five (5) day course and a replica of the same for another five (5) days.
- Grade and analyze the tests before and after the training, and the exit tickets prepared during the course. At the beginning and end of each in-person course, it is important to evaluate the effectiveness and relevance of the content taught. This is done through impact evaluations of the results obtained, these being in physical format which must be qualified.
Other activities and responsibilities
- Maintain a close working relationship with the coordination team made up of personnel from the project team in Panama, a team of JES consultants and graphic designers. The coordination team must receive and approve each of the documents produced within the framework of the consultancy and the consultant must be willing to make modifications, in the event that any adjustment or adaptation is requested.
- The coordination team will also guide the strategic line of its execution and provide support in the logistics of the activities carried out within the framework of the consultancy.
- Attend coordination meetings with the rest of the consultants who are carrying out complementary actions of the project, in order to guarantee greater coherence in the plot line and planning of the project.
- As part of the consultancy, the consultant will participate as many times as necessary, in executive meetings with the different beneficiary agencies, in order to orient their proposal and objectives to the comprehensive vision and institutional strategy. The convocation of these meetings will be at the request of JES and in accordance with the need, frequency and availability of the institutions involved.
- The consultant will NOT be responsible for the design or layout of the materials. The JES team will collaborate with the consultant to create teaching activities that comply with the JES pedagogical approach.
- Consultant profile
The selected consultant must have at least the following knowledge, skills, experience and competencies:
- University degree in law, psychology, criminology, sociology, social sciences or related fields.
- Demonstrable experience applying trauma-informed practices with survivors and victims of human trafficking or related activities.
- Demonstrable experience in training processes for groups of professionals on topics relevant to the call.
- Previous experience with the justice sector and/or in the region is desirable.
- With high sensitivity and relevant knowledge regarding Comprehensive Care Techniques for Victims of Gender-Based Violence.
- Consulting Supervision
- The hired professional will act under the coordination of the Project Director in Panama.
- Focused on achieving project goals. The work must be carried out in a comprehensive manner, taking into account the observations and contributions of the people in charge of other approaches and components.
- The documents generated by the hired person will be reviewed in accordance with the internal procedures of the project, and in the end they must have the approval of JES.
- The hired professional will be responsible for the preparation and timely presentation of the progress and all reports requested according to the needs that may arise within the professional service.
- Fees and payment method
The making of payments by JES to the consultant is determined by the satisfactory delivery of each product and the presentation to JES of an invoice that corresponds to the amount defined in the Terms of Reference of the consultancy. These payments will be made after the approval of the products by the Project Director.
The estimated budget for carrying out this consultancy is a maximum of $8,800 CAD and the time period will be presented by the consultant in the offer of services. To expand the information that is required, an interview will be scheduled to clarify any doubts. offerer.

- The rights to publish all products derived from this consultancy in any format are reserved and the authors renounce any economic right over the publication upon signing the contract.
- The professional will provide any information related to the execution of these terms of reference that the professional may reasonably request.
- Subcontracting for the provision of the service is not permitted.
