The position is to be filled by as soon as possible with a contract duration of three years. Employment location will be Bonn, Germany.
As Expert Emergencies – Human Resources, you will be part of the Human Resources team as well as the cross-departmental Emergency Crisis Group (ECG). The ECG is designed to strengthen Welthungerhilfe’s capacity in emergency situations and to ensure the smooth running of Welthungerhilfe’s emergency relief operations. In addition, an essential part of the role is the successful implementation of recommendations derived from previous emergency operations. In your role, you will have the opportunity to work in a dynamic and international environment and make a significant contribution to the improvement of HR processes in emergency situations.
Your responsibilities
- Contact person for leadership functions and HR colleagues in the country offices
- Managing and implementing recruitment processes
- Monitoring and ensuring the proper application of internal regulations and applicable laws as well as other labor law provisions in emergency situations
- Supporting management in identifying developments in the area of HR and overarching special topics
- Planning, participation, implementation and further development of HR topics
- Implementation / translation of the strategy into concrete measures
- Active cooperation with Welthungerhilfe’s global HR network
In emergency situations:
- Advising the Country Director responsible in the crisis on all HR-relevant issues (incl. recruitment, taking over administrative processes relating to contracts in accordance with internal standards)
- Identification of colleagues from other country offices / units to fill personnel gaps in the first phase of a crisis situation
- If necessary, deployment in crisis countries for up to 8 weeks
In addition, in emergency situations in non-WHH countries:
- Advice on the creation of organizational charts
- Introduction of HR standards in accordance with WHH guidelines and in compliance with local laws (salary scale, HR manual, terms & conditions)
- If required, communication with local authorities and lawyers
- Creation & maintenance of digital personnel files, as well as support in setting up a local payroll structure for national employees in compliance with local laws regarding taxation and social security in close coordination with the Finance Unit
- Close coordination with our Alliance Partners (Alliance 2015) to define common HR standards and implement measures effectively
- Implementation of measures to continuously improve HR processes in emergency situations
Your profile
- A university/bachelor degree in the field of human resources or another relevant subject area
- Several years of relevant professional experience in international HR work in the context of humanitarian disasters
- Consulting skills in different cultural contexts
- High level of problem-solving skills in challenging situations
- Ability to coordinate and organize even under high work pressure and difficult site conditions
- A high level of mental and physical resilience with the ability to adapt to changing team structures and conditions
- Willingness to receive necessary vaccinations for working in Welthungerhilfe’s project countries
- Very good written and spoken English; good knowledge of German and/or French is an advantage
