The position is to be filled as soon as possible, with an initial contract duration of one year. There are good prospects for an extension. Employment location will be Bamako, Mali, with frequent travel to the project sites.
Welthungerhilfe’s country program in Mali focuses on humanitarian aid, agriculture, nutrition, WASH, governance, civil society and economic development and works with vulnerable communities affected by hunger in Kayes, Segou, Mopti, Gao and Timbuktu. As Humanitarian Expert, you will lead the development of humanitarian assistance and recovery programs and strenghten Welthungerhilfe’s emergency response capacity. In doing so, you will work in close collaboration with the Head of Programs, Area Managers, Logistic and Technical Experts, under the supervision of the Country Director.
Your responsibilities
- Provide ongoing surveillance of the developing humanitarian situation in coordination with the National Safety & Security Advisor, the Area Managers and the Head of Programs and inform the Senior Management Team (SMT) accordingly
- Ensure that the humanitarian portfolio is in line with Welthungerhilfe’s relevant strategies, policies and procedures, integrating the Nexus approach where possible
- Coordinate the elaboration and regular update of the Emergency Preparedness and Response Plan (EPREP)
- Identify and pursue humanitarian funding opportunities and contribute to the development of concept notes, proposals and budget as requested by the Country Director, ensuring participation of further relevant departments
- Develop and deliver relevant emergency response training and capacity building to staff members and, where possible, partners
- Build relationships with humanitarian I/NGOs, identify those suitable for partnerships, oversee the establishment of partnerships and consortia to enhance humanitarian action
- Establish and maintain excellent working relationships with UN agencies, government authorities, donors and relevant stakeholders
- Directly manage the implementation of emergency response activities, as required
- Design and establish a comprehensive MEAL framework for Welthungerhilfe’s emergency preparedness and response in collaboration with the MEAL Expert
- Actively represent Welthungerhilfe in national and international coordination mechanisms, e.g. various clusters and working groups
Your profile
- A university or polytechnic (Master’s) degree in humanitarian assistance, disaster management, international development, social/political sciences, management studies or a related field
- At least 5 years of relevant experience in leading positions, especially with I/NGOs and/or UN agencies focused on Emergency and Humanitarian Assistance
- Extensive experience in working in complex emergency environments with volatile security situation
- Proven experience in leading multi-sectoral humanitarian responses, including rapid needs assessments in complex emergency contexts
- Broad experience in successfully training and building the capacities of staff on humanitarian related topics
- Solid knowledge and experience in Food Security and Nutrition
- Previous working experience in the Sahel region would be an asset
- Demonstrated success with securing funding, developing proposals and managing emergency response programs with main humanitarian donors
- Excellent understanding of humanitarian standards and principles, including nexus, conflict and gender sensitive programming approaches
- Strong interpersonal skills including the ability to build and manage complex and diverse stakeholder relationships
- Willingness to travel in-country approximately up to 40% of the time
- Excellent written and oral communication skills in English and French
