Technologies y Servicios Agrarios, S.A., S.M.E., M.P. (TRAGSATEC) requires incorporating an Expert/a in justification of interventions by Delegated Cooperation and Public Procurement to optimize the annual budget execution of the Delegated Cooperation projects of the Spanish Agency for International Development Cooperation (AECID).
Geographical location: Madrid.
Functions:
These personnel will have as a priority function the monitoring and justification of the delegated cooperation programs / projects. Specifically, it will carry out the tasks of:
• Support AECID units both at headquarters and abroad in the administrative and economic justification and closure processes of the different interventions within the framework of the commission.
• Advise AECID units both at headquarters and abroad in strengthening the management and justification capacities of the beneficiaries while improving communication mechanisms, monitoring and reporting of grants.
• Support AECID units abroad with the planning, preparation, monitoring and control of the processes for granting and awarding grants and contracts , guaranteeing legal and regulatory compliance in the field of development cooperation, especially the Public Sector Contracts Law, the General Subsidies Law, but also for the legal framework of the countries of intervention and for the contracting policies of the multilateral development banks.
• Support AECID in the external audit processes of projects, from the preparation and contracting of audits to the accompaniment, monitoring and resolution of incidents, as well as the monitoring, recapitulation and documentation of the most common requirements and their lessons learned.
• Support in the design of new models and tools for project management and monitoring, as well as in the preparation of the information and financial administrative documentation necessary in the opening and closing of projects according to the established requirements.
• Likewise, guide AECID in contracting in the framework of delegated cooperation projects, offering support to the OCEs , in the implementation of control and review tools that guarantee that the contracts formalized by the beneficiary entities of the projects are in accordance with the regulations of the financier and with the AECID procedures.
Requirements (required):
– Degree or Degree + Official Master belonging to the areas of Economy, Business, Law and / or Political Science (titling approved in Spain).
– At least 5 years of work experience in audit and / or consulting firms (related to project justification and review) or in similar work and related to job functions
Merits (valuable):
– Additional course or training in the Public Sector Contracts Law
– Demonstrable experience of at least 2 years in the justification and / or audit of development cooperation projects / programs
– Experience of at least 1 year in the management and justification of European fund projects.
– Demonstrable experience of at least 1 year in the management of subsidies / justification granted by the State Public Administration.
– French level B1 or higher
– English level B1 or higher
Offered:
– Fixed-term contract with an estimated duration of 20 months, associated with the execution of the detailed order in the publication for the Recovery plan, Transformation and Resilience or with financing that comes from European Union Funds.
– Full day.
