Presentación del Programa

El programa de USAID Conectando Caminos por los Derechos (CCD) apoya la transición entre la ayuda humanitaria y el desarrollo de mediano y largo plazo para migrantes venezolanos, colombianos retornados y comunidades receptoras en Colombia. Su objetivo es aumentar la cohesión comunitaria y la seguridad ciudadana, para garantizar el derecho de todos los miembros de la sociedad a vivir libres de toda forma de crimen y violencia, independientemente de su estado legal en el país. CCD es implementado por el consorcio integrado por Freedom House, Pact, ABA-ROLI e Internews. CCD opera en áreas metropolitanas con amplia población migrante como Riohacha, Maicao, Cúcuta, Bucaramanga, Santa Marta, Cartagena, Barranquilla, Cali, Medellín, Bogotá, Pasto e Ipiales.

CCD aborda las violaciones de derechos humanos que prevalecen en comunidades receptoras y que representan mayor riesgo para la cohesión y la seguridad. El proyecto apoya la prevención y protección de las personas frente a la explotación laboral, la explotación sexual, el reclutamiento forzado, el tráfico de personas, la desaparición forzada y la violencia basada en género (VBG). Entre las poblaciones priorizadas por CCD se hace énfasis en mujeres, niñez y juventud, indígenas, afrocolombianos y personas lesbianas, gais, bisexuales, transexuales e intersexuales (LGBTI).

Objetivos del Proyecto**

  • Objetivo 1 – Prevenir las violaciones de los derechos humanos: CCD fortalece el marco legal y la capacidad institucional del gobierno colombiano para la prevención de violaciones de derechos humanos y la regularización de los migrantes venezolanos. CCD también mejora el acceso de los migrantes y retornados a información relevante, oportuna y confiable, y a servicios que les permiten identificar y prevenir riesgos.
  • Objetivo 2 – Fortalecer los sistemas de protección de los derechos humanos: CCD apoya los sistemas locales de protección formales e informales, fortalece mecanismos de referencia y el intercambio de información. CCD también contribuye a reducir los riesgos físicos y digitales que enfrentan los migrantes, los defensores de derechos humanos y los líderes sociales.
  • Objetivo 3 – Responder a las violaciones de derechos humanos: CCD ayuda a mejorar la documentación, valoración y difusión de las violaciones de los derechos humanos y apoya el litigio para poblaciones vulnerables. CCD contribuye a aumentar el acceso de migrantes y víctimas de violaciones de derechos humanos a servicios de justicia de calidad.
  • Objetivo 4 – Responder a circunstancias cambiantes: CCD dispone mecanismos flexibles para responder a desafíos imprevistos y necesidades cambiantes de comunidades migrantes y receptoras, como resultado de dinámicas cambiantes de los flujos migratorios mixtos.

Responsabilidades del Consultor(a)**

El/la consultor(a) será responsable del fortalecimiento de los observatorios y sistemas de información institucionales que evalúan y monitorean los niveles de vulnerabilidad y violaciones de derechos humanos en el contexto de la migración como parte de la implementación de la Estrategia de Género e Inclusión Social (GESI) y el Objetivo 3 – Respuesta a las Violaciones de Derechos Humanos dentro del programa Conectando Caminos por los Derechos.

Principalmente, el/la consultor(a) trabajará con la Asesora de GESI y el Líder Técnico de Respuesta de ABA ROLI para brindar experiencia técnica al Gobierno de Colombia en la gestión, consolidación y análisis de información de los Observatorios de Derechos Humanos apoyados, incluyendo el Observatorio Colombiano de las Mujeres y el Observatorio de Observatorio de Derechos Humanos y Derecho Internacional Humanitario. El/la consultor(a) apoyará a las entidades del Gobierno responsables en la incorporación de variables asociadas a la migración en la batería de indicadores de los observatorios apoyados, así mismo se espera que apoye en la elaboración de documentos de análisis que den cuenta del estado y avance de la la equidad de género para las mujeres migrantes en el país.

Principales deberes y responsabilidades**

  • Trabajar en colaboración con el Líder de Respuesta de los Derechos Humanos y la Asesorade Género e Inclusión Social (GESI) para apoyar la implementación de la actividad 3.2.1, para asegurar la eficacia y la calidad bajo el rol de ABA ROLI en la implementación del programa.
  • Diseñar un plan de trabajo para la implementación de deberes y responsabilidades esperados de un Experto(a) en Observatorio de Derechos Humanos.
  • Bajo la supervisión de ABA ROLI, apoyar a las instituciones asociadas en el análisis de información sobre las condiciones, posiciones y situaciones de las mujeres migrantes y retornadas en el país.
  • Bajo la supervisión de ABA ROLI, apoyar a las instituciones asociadas en el proceso de análisis de la información efectuado sobre las bases de datos provenientes de censos, encuestas, sondeos, registros administrativos y otras fuentes generadas por las entidades oficiales, a nivel tanto nacional como territorial, para la actualización y entendimiento de los indicadores de los observatorios que evalúan y monitorean los niveles de vulnerabilidad y violaciones de derechos humanos en el contexto de la migración.
  • Bajo la supervisión de ABA ROLI, apoyar a las instituciones asociadas en los diferentes procesos y proyectos de investigación que arrojen información precisa sobre el avance de la equidad de género para las mujeres migrantes y retornadas en el país que sirvan como insumo principal para el diseño de las políticas, planes, programas, proyectos y disposiciones necesarias destinadas a promover la igualdad de género y empoderamiento para las mujeres migrantes y retornadas.
  • Bajo la supervisión de ABA ROLI, apoyar a las instituciones asociadas en el proceso de creación, modificación y actualización de los indicadores y goce efectivo de derechos de la población migrante en el país.
  • Apoyar la gestión, la consolidación y el análisis de información que permita abordar los asuntos relacionados con la garantía de los derechos de la población migrante, con un especial énfasis en las mujeres migrantes y retornadas en Colombia.
  • Apoyar la elaboración y difusión de información sobre la situación de la población migrante y retornada bajo los enfoques de la Política Pública de Mujeres y Equidad de Género y en el marco de las investigaciones que adelanten los Observatorios de Derechos Humanos apoyados.
  • Apoyar la realización de talleres, encuentros, reuniones y demás espacios que se gestionen con observatorios, organizaciones y entidades que propendan por la gestión del conocimiento con enfoque de género y migración en Colombia.
  • Apoyar los procesos administrativos y técnicos que se generen en el marco de la creación de una red nacional de gestión del conocimiento para la equidad de género.
  • Apoyar el suministro de información como insumo para el diligenciamiento de los instrumentos de planeación definidos por los Observatorios de Derechos Humanos apoyados, asimismo otros informes relacionados con el cumplimiento de las metas del proyecto de inversión.
  • Acompañar y apoyar la proyección de respuestas y solicitudes de información relacionada con la producción, gestión y análisis de información de población migrante, con un espcial énfasis en mujeres migrantes y retornadas en Colombia.
  • Asistir y participar activamente a las reuniones y actividades que sean convocadas por ABA ROLI y las instituciones asociadas.
  • Escribir un Informe Final que sistematice los resultados de la consultoría.
  • Realizar otras tareas relacionadas según sea necesario.

Entregables**

  1. Plan de trabajo para la ejecución de deberes y responsabilidades.
  2. Metodología para el fortalecimiento de los observatorios y sistemas de información institucionales que evalúan y monitorean los niveles de vulnerabilidad y violaciones de derechos humanos en el contexto de la migración, con un enfoque especial en las mujeres migrantes.
  3. Plan de trabajo propuesto para la red nacional de gestión del conocimiento para la equidad de género, incluyendo mapeo de observatorios vinculados a la red
  4. Informe final que sistematice los resultados de la consultoría, incluyendo los principales hallazgos, lecciones aprendidas, desafíos y recomendaciones.

Supervisión del/la Consultor(a)**

El/la consultor(a) contará con la orientación técnica y gerencial de la Asesora de GESI y el Líder de Respuesta a los Derechos Humanos para garantizar la calidad y la ejecución de las actividades y los entregables.

Cualificaciones Básicas**

  • Profesional en ciencias humanas, ciencias económicas, estadística o afines, con posgrado en ciencias humanas, género, ciencias económicas, estadística o afines
  • Mínimo de cinco (5) años de experiencia profesional demostrada en el campo de la igualdad de género, la incorporación de la perspectiva de género, los derechos humanos y la inclusión social.
  • Al menos dos (2) años de experiencia experiencia técnica en investigación, sistemas de información, enfoque de género, enfoque diferencial, análisis de datos y producción editorial.
  • Experiencia laboral en un entorno profesional con personas de diverso orígen cultural.
  • Fuerte compromiso con los principios del Estado de Derecho.
  • Se requiere fluidez en español (escrito y oral).
  • Experiencia con el software Microsoft Office.

Human Rights Observatories Expert – Colombia

Consultancy for the strengthening of observatories and information systems on human rights violations in the context of migration.

Program Overview

USAID’s Connecting Pathways for Rights (CCD) program supports the transition between humanitarian assistance and medium- and long-term development for Venezuelan migrants, Colombian returnees and host communities in Colombia. It aims to increase community cohesion and citizen security, to guarantee the right of all members of society to live free from all forms of crime and violence, regardless of their legal status in the country. CCD is implemented by a consortium comprised of Freedom House, Pact, ABA-ROLI and Internews. CCD operates in metropolitan areas with large migrant populations such as Riohacha, Maicao, Cúcuta, Bucaramanga, Santa Marta, Cartagena, Barranquilla, Cali, Medellín, Bogotá, Pasto and Ipiales.

CCD addresses the human rights violations prevalent in host communities that pose the greatest risk to cohesion and security. The project supports the prevention and protection of people from labor exploitation, sexual exploitation, forced recruitment, human trafficking, forced disappearance and gender-based violence (GBV). Among the populations prioritized by CCD, emphasis is placed on women, children and youth, indigenous people, Afro-Colombians and lesbian, gay, bisexual, transgender and intersex (LGBTI) people.

Project Objectives**

  • Objective 1 – Prevent human rights violations: CCD strengthens the Colombian government’s legal framework and institutional capacity for the prevention of human rights violations and the regularization of Venezuelan migrants. CCD also improves migrants’ and returnees’ access to relevant, timely and reliable information and services that enable them to identify and prevent risks.
  • Objective 2 – Strengthen human rights protection systems: CCD supports local formal and informal protection systems, strengthens referral mechanisms and information sharing. CCD also contributes to reducing physical and digital risks faced by migrants, human rights defenders and social leaders.
  • Objective 3 – Respond to human rights violations: CCD helps improve documentation, assessment and dissemination of human rights violations and supports litigation for vulnerable populations. CCD contributes to increasing access to quality justice services for migrants and victims of human rights violations.
  • Objective 4 – Respond to changing circumstances: CCD arranges flexible mechanisms to respond to unforeseen challenges and changing needs of migrant and receiving communities as a result of changing dynamics of mixed migration flows.

Responsibilities of the Consultant**

The consultant will be responsible for strengthening institutional observatories and information systems that assess and monitor levels of vulnerability and human rights violations in the context of migration as part of the implementation of the Gender and Social Inclusion Strategy (GESI) and Objective 3 – Response to Human Rights Violations within the Connecting Pathways for Rights program.

Primarily, the consultant will work with the GESI Advisor and the ABA ROLI Technical Response Leader to provide technical expertise to the Government of Colombia in the management, consolidation and analysis of information from the supported Human Rights Observatories, including the Colombian Women’s Observatory and the Human Rights and International Humanitarian Law Observatory. The consultant will support the responsible Government entities in the incorporation of variables associated with migration in the battery of indicators of the supported observatories and is also expected to support in the preparation of analytical documents that report on the status and progress of gender equity for migrant women in the country.

Main duties and responsibilities:

  • Work in collaboration with the Human Rights Response Leader and the Gender and Social Inclusion Advisor (GESI) to support the implementation of activity 3.2.1, to ensure effectiveness and quality under the ABA ROLI role in program implementation.
  • Design a work plan for the implementation of duties and responsibilities expected of a Human Rights Observatory Expert.
  • Under the supervision of ABA ROLI, support partner institutions in the analysis of information on the conditions, positions and situations of migrant and returnee women in the country.
  • Under the supervision of ABA ROLI, support partner institutions in the process of analyzing information from databases derived from censuses, surveys, polls, administrative records and other sources generated by official entities, at both national and territorial levels, to update and understand the indicators of the observatories that evaluate and monitor the levels of vulnerability and human rights violations in the context of migration.
  • Under the supervision of ABA ROLI, support partner institutions in the different processes and research projects that provide accurate information on the progress of gender equity for migrant and returnee women in the country that serve as the main input for the design of policies, plans, programs, projects and necessary provisions aimed at promoting gender equality and empowerment for migrant and returnee women.
  • Under the supervision of ABA ROLI, support partner institutions in the process of creating, modifying and updating indicators and effective enjoyment of rights of the migrant population in the country.
  • Support the management, consolidation and analysis of information that allows addressing issues related to guaranteeing the rights of the migrant population, with a special emphasis on migrant and returnee women in Colombia.
  • Support the elaboration and dissemination of information on the situation of the migrant and returnee population under the approaches of the Public Policy on Women and Gender Equity and within the framework of the research carried out by the Human Rights Observatories supported.
  • Support the realization of workshops, meetings, gatherings and other spaces that are managed with observatories, organizations and entities that promote knowledge management with a focus on gender and migration in Colombia.
  • Support administrative and technical processes generated within the framework of the creation of a national network of knowledge management for gender equity.
  • Support the provision of information as input for the completion of the planning instruments defined by the Human Rights Observatories supported, as well as other reports related to the fulfillment of the goals of the investment project.
  • Accompany and support the projection of responses and requests for information related to the production, management and analysis of information on the migrant population, with a special emphasis on migrant and returnee women in Colombia.
  • Attend and actively participate in meetings and activities convened by ABA ROLI and partner institutions.
  • Write a Final Report that systematizes the results of the consultancy.
  • Perform other related tasks as needed.

Deliverables

  1. Work plan for the execution of duties and responsibilities.
  2. Methodology for strengthening observatories and institutional information systems that evaluate and monitor levels of vulnerability and human rights violations in the context of migration, with a special focus on migrant women.
  3. Proposed work plan for the national network of knowledge management for gender equity, including mapping of observatories linked to the network.
  4. Final report that systematizes the results of the consultancy, including the main findings, lessons learned, challenges and recommendations.

Supervision of the Consultant

The consultant will have technical and managerial guidance from the GESI Advisor and the Human Rights Response Leader to ensure the quality and execution of activities and deliverables.

Basic Qualifications

  • Professional in human sciences, economic sciences, statistics or related, with postgraduate degree in human sciences, gender, economic sciences, statistics or related.
  • Minimum of five (5) years of demonstrated professional experience in the field of gender equality, gender mainstreaming, human rights and social inclusion.
  • At least two (2) years of technical experience in research, information systems, gender approach, differential approach, data analysis and editorial production.
  • Work experience in a professional environment with people from diverse cultural backgrounds.
  • Strong commitment to the principles of the rule of law.
  • Fluency in Spanish (written and oral) is required.
  • Experience with Microsoft Office software.

Contract duration: 3 months.
