The purpose of these terms of reference is to establish the framework for carrying out the final evaluation of the project “ Improve the prevention and care of violence against women, adolescents and girls, exacerbated by COVID-19, in the department of Chimaltenango through the reinforcement of CAIMUS and community and institutional capacities” , which is being executed between April 1, 2022 and May 10, 2024.
The general objective of the evaluation, in addition to meeting the requirements established in PACODE, must serve as a key learning tool to delve deeper into the operation of the intervention, as well as the impact on the beneficiary population. Likewise, it will be a useful product for the management of knowledge derived from the project, as well as for its dissemination to strengthen the capacities of other holders of obligations, responsibilities and rights in Guatemala.
In short, the evaluation must allow learning and accountability for all relevant agents of the intervention, both in the donor country and, mainly, in the partner country.
The interventions will be evaluated according to the following criteria indicated in the Order of June 21, 2016, which establishes the regulatory bases for the granting of subsidies to NGOs for Development that carry out international cooperation interventions for development: a ) relevance, b) viability, c) coherence, d) sustainability, e) impact, f) convergence and g) management capacity.

The natural or legal person must have:
- Minimum experience of 2 years in public policy evaluation, especially in the field of cooperation.
- Not having maintained an employment or service provision relationship with the entity beneficiary of the subsidy or with its counterparts, at least during the two years prior to the contracting proposal to carry out the evaluation, nor having been linked to the design, management or execution of the intervention to be evaluated.
Additionally, it will be assessed:
- Experience in the acting sector.
- Work experience in the country in which the intervention takes place.
- If it is an evaluation team, it must be multidisciplinary. To the extent possible, the inclusion of professionals from the country in which the intervention takes place or its surroundings will be promoted and gender balance will be taken into account.

How to apply:
The technical proposals for carrying out this evaluation must consider the different aspects referred to in these ToR. In any case, the content of the offer must include, at least, the following sections:
- Methodological proposal as a Work Plan.
- Schedule proposal.
- Preliminary evaluation matrix.
- Economic offer according to the established phases, valid for at least 30 days. This validity must appear explicit in the document presented.
- Professional resume of the evaluation team/person, in which the evaluations carried out are highlighted, highlighting those from the two years prior to the request for compliance. In the case of an evaluation team, the CVs of all members of the team must be presented, clearly explaining their role in the evaluation.
The ASAD Association will contact external evaluation teams that it deems appropriate to invite them to submit offers, which in any case will have proven experience in the matter.
