External Evaluator Consultant [For Filipino Nationals Only] At Philippine National Red Cross

Philippine Red Cross is looking for an External Evaluator (Consultant) that will evaluate and understand the achievement and sustainability of the project at the community level in the 30 barangays of the 3 chapters.

Project Description:

The 5-year CA-ANAK project (2017-2022) is funded by the Canadian Red Cross Society (CRCS) and implemented in partnership with the Philippine Red Cross(PRC) 2017-2022.

This final evaluation is commissioned to comply with the Agreement between the 2 partners about the accountability of the project and to provide learning for the upcoming project. There are 3 major components of the project;

(i) the capacity building of PRC in disaster risk management/DRM (intermediate Outcome 1);

(ii) the capacity building of the Antique, Aklan, and Capiz chapters (Intermediate Outcome 2) and

(iii) reducing health and disaster risk in 30 communities in the 3 chapters (Aklan, Antique, and Capiz intermediate outcome 3). Component 1 will be assessed using the PER, which is outside the scope of this consultancy.
