POSITION TITLE: EXTERNAL EVALUATOR – INTERNATIONAL CONSULTANT
DUTY STATION: JUBA, SOUTH SUDAN – HOMEBASED

- Nature of the consultancy: Development of the Extracurricular Module for Secondary School Settings on Nurturing Disability Inclusive Attitudes Among Children and Youth
- Organizational Context and Scope
IOM in South Sudan has a broad range of programming centered around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition and development. Humanitarian coordination and support includes leading/ co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.
- Project Context and Scope: Provision of Holistic Humanitarian Support to Persons With Disabilities in Aweil South and Tonj South
- Organizational Department / Unit to which the Consultant is contributing: Mental Health and Psychosocial Support Unit and Protection, Gender and Inclusion Unit of IOM Mission in South Sudan. Project code: DP.1717
- Tangible and measurable outputs of the work assignment
Consultant will be hired to elaborate extra-curricular module for secondary school settings on Nurturing Disability Inclusive Attitudes Among Children and Youth on a three-instalment payment basis:
- First deliverable – Desk review, inception report, including outline of the extra-curricular module – Deliverable in via email by 15th of June, 2022**
- Second deliverable – Extra-curricular module is elaborated and submitted – Second instalment payment – Deliverable via e-mail by 15th of July, 2022
- Third and final deliverable – Mainstream feedback of the MHPSS and Protection, Gender and Inclusion Units on the elaborated module and finalize the product for dissemination and piloting in secondary school settings. – Deliverable via email by 31st of July, 2022
Payment schedule
Based on meeting the above deliverables and based on the work plan, the following payment schedule is agreed for a total of 60 days of consultancy:
- First payment of 20% of the total consultancy payment is due upon completion of the desk review, inception report and outline of the extra-curricular module (deliverable 1). Expected date of 15th of June, 2022.
- Second payment of 50% of the total consultancy payment is due upon elaboration and submission of the extra-curricular module. Expected date of 15th of July, 2022.
- Third and final payment of 30% of the total consultancy payment is due upon mainstreaming of feedback provided by the Mission and completion of the extra-curricular module for further dissemination and piloting. To be completed by 31st of July, 2022.
Submission of the service completion and deliverables approved by IOM, along with timesheet is required for completion of each payment.
- Performance indicators for the evaluation of results
· Extra-curricular module on nurturing disability inclusive attitudes among children and youth provides outline of psychosocial aspects of exclusion of people with disabilities (PwDs), including effects of marginalization.
· All forms of disability are discussed and presented in a child-appropriate manner.
· Extra-curricular module includes interactive exercises facilitating non-formal learning through experience.
- Education, Experience and/or skills required
· Master’s Degree in psychology or above in social sciences, anthropology or other related fields;
· At least 5 years of professional experience working on psychosocial and psychological aspects of disability and promotion of inclusive care;
· Demonstrated ability to design and deliver extra-curricular educational material;
· Good writing skills, strong interpersonal and communication skills;
· Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment;
· Good computer skills: excellent knowledge of MS Word, Excel, PowerPoint and email/ internet;
· Similar experience of working on elaboration of training modules and relevant educational materials, including relevant tools, such as training handouts and PowerPoint presentations;
· Knowledge of cultural context and experience of work in South Sudan in an equivalent role is considered to be an asset.

This is a home-cased international consultancy.
