External Programme Evaluator At SOS Children’s Villages Uzbekistan

Association SOS Children’s Villages Uzbekistan is calling for a proposal for final evaluation from highly qualified individual consultants or consulting companies, with experience in project/programme evaluation and expertise in the following technical areas: human development, child rights, child protection, social work, and education.

Expected Duties and Responsibilities

The range of tasks that would typically be expected from an evaluation consultant is:

• Develop evaluation methodology including identity/develop appropriate data-gathering instruments;
• Secondary data review and data collection;
• Conduct the evaluation following the terms of reference;
• Manage and represent evaluation team and ensure efficient division of tasks between the team members (in case of a group of consultants);
• Present evaluation findings and recommendations at meeting with stakeholders;
• Be responsible for the timely submission of evaluation reports.

Qualifications required

EDUCATION: Higher degree in Public Policy, International Development, Development, Economics/Planning, Public Administration, and Management and any other or related field.

WORK EXPERIENCE: At least 5 years of experience in projects/programs monitoring and evaluation.

LANGUAGE: Very good oral and written communication skills in Russian and English.

Competencies required

Specialized experience and/or methodological/technical knowledge, including some specific data collection and analytical skills, in the followings areas:

• OECD-DAC evaluation criteria;
• Result-based management;
• Child rights-based approaches to programming;
• Gender considerations;
• Logical framework analysis;
• Participatory evaluation methodologies;
• Survey design, quantitative and qualitative data collection and analysis.

Familiarization with SOS’s mission, vision, and quality standards will be required for the evaluation.
