Association SOS Children’s Villages Uzbekistan is calling for a proposal for final evaluation from highly qualified individual consultants or consulting companies, with experience in project/programme evaluation and expertise in the following technical areas: human development, child rights, child protection, social work, and education.
Expected Duties and Responsibilities
The range of tasks that would typically be expected from an evaluation consultant is:
- Develop evaluation methodology including identity/develop appropriate data-gathering instruments;
- Secondary data review and data collection;
- Conduct the evaluation following the terms of reference;
- Manage and represent evaluation team and ensure efficient division of tasks between the team members (in case of a group of consultants);
- Present evaluation findings and recommendations at meeting with stakeholders;
- Be responsible for the timely submission of evaluation reports.
Qualifications required
EDUCATION: Higher degree in Public Policy, International Development, Development, Economics/Planning, Public Administration, and Management and any other or related field.
WORK EXPERIENCE: At least 5 years of experience in projects/programs monitoring and evaluation.
LANGUAGE: Very good oral and written communication skills in Russian and English.
Competencies required
Specialized experience and/or methodological/technical knowledge, including some specific data collection and analytical skills, in the followings areas:
- OECD-DAC evaluation criteria;
- Result-based management;
- Child rights-based approaches to programming;
- Gender considerations;
- Logical framework analysis;
- Participatory evaluation methodologies;
- Survey design, quantitative and qualitative data collection and analysis.
Familiarization with SOS’s mission, vision, and quality standards will be required for the evaluation.

- Description of Product(s);
- Time-schedule of activities;
- Composition of evaluation team in case of a group of consultants (also attach CVs).
PART II – Financial Proposal:
- Evaluation budget.
