The Eye Health Policy Task Force in Kenya has been mandated by the National Eye Health Working Group to develop a National Eye Health policy. Sightsavers is the convenor and coordinating organisation for the Eye Health Policy Task Force This is in line with the current National Eye Health Strategic Plan 2020 to 2025. The Task Force will report back to the National Eye Health Working Group.
Sightsavers on behalf of the Eye Health Policy Task Force is now seeking the services of a consultant to support in the development of an eye health policy in line with the MoH guidelines on Evidence-Informed Policy Making (EIPM). The specific tasks to be undertaken by the consultant are.
1. DELIVERABLE
a. Working with the Eye Health Policy Task Force to facilitate multi stakeholder Policy dialogue workshop and use the feedback gathered at this event to develop the policy option papers.
b. Prepare and submit to the Eye health policy task force the various policy options for consideration clearly indicating the preferred option and rationale for this choice
c. Conduct desk exercise for the situation analysis on eye health in Kenya from existing documents and if need be, conduct key informant interviews
d. Lead in the actual policy drafting while strictly adhering to the guidelines and format as outlined by the MoH
e. Work with the Eye Health Policy task force to ensure input from the relevant stakeholders is factored in policy development and facilitate the validation of the policy document by stakeholders.
f. Support the Eye Health Policy task force in seeking endorsement of the policy document by the relevant authorities
g. Support the National Eye Health Working Group in preparing a cabinet memorandum for approval
h. Support the Eye Health task force to factor in changes requested during the parliamentary approval of the policy if need
i. Support the National Eye Health working group with a popular version of the policy for dissemination
SCHEDULE OF PAYMENT
The contractual period for delivery of services is a maximum of 22 days, which will be spread over a 6-month period. The payment terms to be discussed between Sightsavers and the Consultant. Please complete a Budget Template using the below link.
CONSULTANT CHARACTERISTICS
Knowledge, Skills, Experience
• A relevant degree in public health, community health, or social sciences,
• Extensive experience in policy development in the health sector
• Knowledge of policy influencing and advocacy in Kenya
• Good stakeholder management
• Experience in primary and secondary data review
• Experience of sharing and capturing good practice.
• Proficiency in running virtual meetings and basic computer skills
• Must be willing and available to spend considerable amounts to this task

Knowledge of eye health context
