Overview
Global Health Technical Professionals (GHTP) is a US Agency for International Development (USAID) program that offers early- to mid-career global health professionals the opportunity to advance their careers supporting the USAID Bureau for Global Health and its implementing partners. GHTP is helping USAID improve global health outcomes in communities around the world by building a new generation of global health technical professionals who reflect the diversity of the American people.
Credence and its partner, the Public Health Institute (PHI), are both employers for the Global Health Technical Professionals (GHTP) project which provides expertise in support of USAID global health programs. The hiring of this position will be through the PHI and as such the selected person will become a PHI employee.
Summary Statement
The Office of Population and Reproductive Health (PRH) provides strategic direction, technical leadership, and support to programs in population, voluntary family planning, and related reproductive health. It manages programs that advance and apply state-of-the-art technologies, expand access to quality services, promote healthy behaviors, broaden contraceptive availability and choices, and strengthen policies and systems to address family planning and reproductive health needs. USAID is the largest bilateral donor in the health sector in the world, and the Office plays a technical leadership role for the Agency at international conferences and high-level consultations with other donors on health, population, voluntary family planning, and reproductive health. The Office 1. provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring, and evaluating programs; 2. provides a broad range of technical assistance to USAID Missions; 3. ensures compliance with congressional and Administration priorities, directives, and restrictions; and 4. provides information on USAID’s population, family planning and reproductive health programs.
The Policy, Evaluation and Communication (PEC) Division creates the enabling environment for voluntary family planning in developing countries. The Division (with Bureau-wide responsibilities) works across the entire portfolio of Global Health activities to improve the collection, analysis, and use of data in policy making and program planning; and promotes policies, behavior change and community norms that result in improved reproductive and health outcomes.
Job Requirements
The Family Planning Policy Specialist will be an essential member of PEC and provide support to the policy team, performing a variety of both complex and routine technical and administrative duties.
The Family Planning Policy Specialist provides support to technical or managerial staff, performing routine administrative and analytical duties. These duties range from tasks such as scheduling briefings and meetings and maintaining program development files to more complex analytical tasks such as collecting, compiling and analyzing data for various program documents and designing and maintaining spreadsheets and presentation decks. The Family Planning Policy Specialist works closely with the assigned team and provides input on related technical issues. The Family Planning Policy Specialist ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously. The individual is expected to become familiar with technical issues and policies pertaining to PRH and PEC and must develop a working knowledge of applicable USAID policies and guidelines, as well as corporate practices and procedures. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Note: This is a 1-year term limited position.
Responsibilities
At the GS-9 equivalent level, time will be split between programmatic or technical tasks (approximately 70-80%) and administrative tasks (approximately 20-30%).
- Support PEC Policy Design Team with quantitative and qualitative data collection and analysis as needed including assist with the development of team presentations including synthesized analysis products using Excel, Google sheets, and/or other data software; Research, plan, analyze, and organize technical and/or data information, and develop data for use in briefings, publications, and reports; and draft clear and succinct written summaries and/or Google or PowerPoint slide decks to help visualize data.
- Refine and condense data and data sources from market research
- Assist in determination of additional data needs, and curate/analyze data.
- Assist in organizing data for use in design development
- Provide technical input on inclusion of data for design development, including curating, sharing, and editing.
- Participate in the design and execution of key informant interviews as needed.
- Conduct literature review(s) to enhance policy team knowledge for program design. Conduct literature reviews as required and provide summary reports to the policy team and beyond. Possible topics may include integration of family planning (FP) with HIV/AIDS and maternal and child health (MCH) services and the need for policy, advocacy, financing, and governance improvements in the enabling environment; Youth/Gender and FP; fragile/complex settings and non-permissive environments and FP; COVID-19/pandemic/epidemic technical priorities and FP.
- Execute administrative tasks including schedule team meetings and events, including design workshop(s); support team with general logistics and planning; maintain team calendar, call lines, meeting setup and logistics; provide administrative support for taskers related to assigned functions, and generate memos, as needed; document minutes/notes of assigned team meetings or other meetings, as required.
- Support the programmatic management of new project design. Review, discuss, and consult with Technical Advisors regarding scheduling, protocols, required documentation, and activities; support Technical Advisors in providing recommendations and technical input; assist Technical Advisors in compiling appropriate documentation to ensure timely award, budget obligations, and agreement/contract modifications; assist technical staff in the preparation of various program documents and correspondence such as action memos and waivers, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards; Compile and analyze programmatic, technical, and budgetary data for the design team’s project(s) and activities, and organize data for use in briefings, publications, reports, and decision making; and support the formulation and implementation of assigned program budget(s), as required.

- Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.
- Complete and execute an Individual and Training Plan and Annual Work Plan.
- Performs other duties as assigned.
Qualifications
- Minimum of relevant Master’s degree and 1 year experience or Bachelor degree and 3 years of relevant experience.
- At least 1 year of professional experience within one or two public health technical disciplines (FP, HIV/AIDS, MCH, etc); job duties/responsibilities generally related to PD requirements.
- Strong organizational skills.
- Experience in project administration and management procedures.
- Some knowledge of USAID rules, regulations and capacity building concepts is a plus.
- Ability to effectively present information and respond to questions from team members, managers, and others.
- Strong quantitative and analysis skills.
- Proficiency in Microsoft suite of programs (e.g., Word, Excel, PowerPoint) and Google suite (Sheets, Docs, GoToMeeting, Slides).
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form
- Experience with research evidence review, including systematic literature reviews.
- Experience with coordination of health care or research programming between international donors and other U.S. Government agencies
- International travel, ranging from 5-15%
- US Citizenship or US Permanent Residency with the ability to obtain and maintain Facility Access required.
