JOB DESCRIPTION
The Field Officer will support the implementation of Harena Project activities in natural resource management (NRM), private sector engagement (PSE)/livelihoods and/or governance. The position will be field-based in one of the three target regions of the project, with frequent visits to areas targeted by project activities. Field agents may be assigned to one or more focal communes (where they will be responsible for facilitating all project activities) in any of the three regions of Harena. The successful candidate will work collaboratively with the Regional Technical Managers and the Regional Office Director to provide technical expertise and support in planning, implementation, monitoring, reporting and communications. The Field Officer will be responsible for assisting in the direct implementation of project activities and supporting and assisting beneficiaries under the direction and in close collaboration with the regional project technical managers and other staff. of the regional office. He/she will be directly responsible for mobilizing communities and implementing activities in order to achieve Harena’s objectives and indicators.
MAIN DUTIES AND RESPONSIBILITIES
- Oversee the implementation of all project activities with beneficiaries in focal communes and/or selected villages, including grant recipients.
- Collaborate with relevant regional technical specialists and, by extension, the Regional Office Director, to gather information and identify support needs for project beneficiaries, local communities and partners.
- Organize structured and unstructured trainings in partner communities on the implementation of project activities, e.g. raising awareness among communities, organizing training venues and conducting training sessions, distributing project inputs to beneficiaries, etc.
- Contribute to the development of reports as required, including semi-annual, annual and MEL reports, as well as other reports as requested.
- Organize community meetings to provide technical assistance and learn about progress, lessons, bottlenecks, and provide updates on Harena.
- Provide periodic updates to regional technical specialists and regional office director on the progress of activities (in assigned communes, communities and/or villages) focused on PSE, NRM or governance.
- Organize and plan community awareness meetings on the different project activities, techniques and topics.
- Conduct field visits to households to assess needs and progress in implementing activities.
- Collaborate with MEL/CLA specialists and beneficiaries to collect data for baseline surveys, beneficiary profiles, market studies, household surveys, natural resource management surveys and other requirements EMAIL.
- Any other task entrusted by the supervisor of the field agent (one of the Regional Technical Managers).
REPORT :
The field agent reports to the Regional Technical Manager assigned to him.
QUALIFICATIONS
- At least a degree in social sciences, development studies, agriculture, animal sciences, natural resource management or governance, climate change adaptation or mitigation, or a similar discipline.
- At least three years of professional experience as a field officer (or similar position at community, cooperative or farmer level) in implementing donor-funded projects.
- At least three years of professional experience in the field of sustainable agriculture, value chain capacity building, natural resource management or governance and/or private sector engagement at the level of the community, the farmer or the cooperative.
- Proven experience of working effectively with communities in the intervention region, including an understanding of local dialect, cultural norms and customs, and livelihood practices and challenges.
- Desirable experience supporting community interventions addressing the needs and concerns of young people and women.
- Experience with data collection, monitoring and/or other knowledge management tools and approaches desirable.
- Ability to promote teamwork for effective and efficient production.
- Fluency in spoken and written Malagasy, including the regional dialect, and French; English will be an added advantage.
