General description
Action Against Hunger is an international non-profit, non-governmental organization created in 1979. It is private, non-political and non-religious. Its goal is to combat hunger and dangerous situations that threaten women, men and children. Currently, 500 expatriates and more than 5,000 employees work for Action Against Hunger in more than forty-six countries, on projects covering our four areas of work: food, health, food security and food management. water and sanitation system.
GENERAL PURPOSE OF THE POSITION
Member of the country coordination team, the Field Coordinator (CT) Guidimakha/Gorgol is the representative of ACF Spain in its area of intervention (generally in 2 administrative regions). He works under the responsibility of the Country Director and in close collaboration with the DPA Program. He participates in the development of strategic orientations and monitors their developments in his area of intervention. He is responsible for identifying new opportunities for intervention in his area and developing project documents.
The CT is responsible at the level of its area of intervention for the quality implementation of all projects in its area and the good management of resources to achieve the planned results.
Through his leadership, the CT motivates his team, anticipates and manages conflicts, encourages innovative approaches, supervises the zone management team, represents ACF before stakeholders, communicates and liaises with coordination in the capital. The CT is the pillar of the teams deployed in his area and ensures the proper application of the mandate and the principles and values of ACF.
Main activities
Objective 1: Coordination of the implementation of all projects in its area
• Coordinate, direct and supervise the programming, implementation, monitoring, reporting, evaluations of activities with the base management team;
• Guarantee that projects are implemented in accordance with the documents relating to the project (logical framework, narrative document, budget);
• Identify opportunities for new actions;
• Coordinate the development of project documents for new interventions in collaboration with technical coordinators and support coordinators;
• Ensure the implementation of the recommendations of all audit, technical and donor visits;
• Coordinate the development of all reports with project managers in accordance with ACF and donor standards (format, quality of information provided);
• Coordinate the establishment of a capitalization system (lessons learned) from projects, in collaboration with the MEAL department;
• Establish and promote a communication system in your area.
Objective 2: Participation and implementation of the Country/base strategy
• Develop the strategy for its area of intervention by integrating the contributions of the various grassroots executives and before transmission to the Country Management;
• Contribute to the development of the country strategy;
• Ensure monitoring, supervision, coordination and implementation of the strategy of its zone and the country strategy in its operational and functional components;
• Implementation and monitoring of the action plan of the advocacy strategy in its area;
• Implementation and monitoring of the gender policy, monitors the application of GMS in its area.
Objective 3: Representation and Coordination with local partners, regional structures and inter-regional NGO meetings
• Ensure the participation and positioning of Action Against Hunger in the various regional coordination spaces;
• Ensure representation and relations with national and international partners present in the area (authorities, NGOs, Institute, UN, etc.);
• Monitoring of partnership agreements, evaluation of partnerships, technical and methodological assistance to them, etc.;
• Ensure communication between the coordination team in the capital and the field teams, on:
- Project progress
- The problems encountered
- Requests for support from the coordination team
• Plays the role of facilitator between the capital and the field.
Objective 4: Supervision of financial, administrative and logistical management
• In liaison with the administrative department of the mission, ensure the supervision and control of expenses and supporting documents linked to activities based on the procedures in force;
• Check that project managers send cash flow forecasts to the administration on time;
• Check, with the base administrator and the Project Managers, the budgetary monitoring of base projects and the concordance between expenses and activities carried out;
• Check and validate with the base Logistician that log procedures are being followed;
• Validate with his signature the logistical procedures at the base level (signing of purchasing requests, monitoring the process, etc.).
Objective 5: Management of base teams and Human Resources
• Coordinate and validate updates to job descriptions and the organization chart for your area;
• Supervise the recruitment process and evaluation of personnel in his area. He is the decision-maker for the selection of all personnel in his zone;
• Participate in the recruitment processes of its entire N-1 team and, if necessary, in the recruitment of TS;
• Identify training needs for staff under his supervision;
• Ensure cohesion and good communication within the base team (in particular ensuring the operational/functional link);
• Manage the base staff agenda, define objectives and priorities, monitor results;
• Prevent and, if necessary, manage conflicts;
•Ensure compliance with our Safeguarding policy.
Objective 6: Management of regional security to allow the organization’s staff to access populations and areas of intervention in the safest way possible
• Ensure that all staff and other people under the responsibility of Action Against Hunger respect the organization’s security policies and rules;
• In liaison with the Project Managers, Base Logistician and Base Administrator, report any breach of internal regulations or safety rules, as well as any professional misconduct or ineptitude of a member of their team;
• Lead the monitoring and analysis of base security, through the creation of an information network and the continuous collection of information from various sources (organization staff, United Nations, embassies, NGOs, authorities local, etc.);
• In support of the base Logistician, enforce and ensure compliance with the mission’s security rules within his team;
• Immediately report any abnormal or worrying event to the Country Director and the Logistics Coordinator;
• Direct the updating of the base security plan according to established methodologies;
• Define, with the rest of the team members, the strategy for acceptance and protection of the base and its implementation;
• Lead the base’s Critical Incident Management team and the creation of its protocol;
• Define the financing needs necessary for the correct management of the security of Action Against Hunger operations;
• Participate in identifying base security training needs so that all personnel are sufficiently prepared to manage security and/or reduce exposure to risks;
• Comply with the specific security rules of the base security plan, ensure that the team in charge complies with the plan and carry out security management tasks that may be added to the protocols.
Description of the candidate
Formation:
Master’s degree in Project Management or Social Sciences or in one of the areas of Action Against Hunger
Specific technical knowledge:
- Ability to work independently and make important decisions
- Ability to plan and organize multidisciplinary teams
- Strong team management skills
- Strong project management and project cycle management skills
- Safety Management Skills
- Knowledge in technical sectors (Wash / Nutrition / SAME) is a plus
- Knowledge of finance, HR and logistics is a plus.

Experience (years):
- Minimum 3 years of experience coordinating a regional base (field coordinator, head of sub-delegation/office, etc.) in the development or humanitarian sector.
- Minimum 8 years of experience in the development and humanitarian sector with international organizations, with progressive professional development
- Experience with refugee populations would be a plus.
Knowledge of the humanitarian sector:
- Minimum 8 years of professional experience with humanitarian organizations
Knowledge of the organization:
Previous experience with Action Against Hunger would be an asset.
LANGUAGES:
Fluent French. English desired.
Information system:
Good command of the Ms Office suite
Mobility (national/international)
Based in Guidimakha with frequent travel to Gorgol. Travel to the capital every 2 months and possibility of training at national and international level.

Remuneration conditions
We offer immediate incorporation into a dynamic, international organization including the following contractual conditions:
Expatriate employment contract with UNAccompanied status.

- Salary between €36,034 – €49,000 gross per year depending on professional experience and responsibilities.
- This salary is divided into 12 payments and based on experience and background.
- Accommodation supported on the base by the organization (Guest house)
- Transportation costs to the mission covered by the organization.
- One-week breaks with transport costs to the reference area every 3 months and an extra of €215 for the week.
- 25 working days of vacation per year with ticket paid for by the organization.
- Repatriation, accident and travel and life insurance.
