Field coordinator (F/M) – Armenia At Médecins du Monde

 

For more than 40 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

In 2018, Médecins du Monde elaborated a South Caucasus Regional Strategy by extending its action implemented in Georgia since 2011 to Armenia. MdM’s key focus in the South Caucasus region has been harm reduction programs targeting key and vulnerable populations. After the re-activation of the conflict in Nagorno-Karabakh (2021), MdM implemented a program focused on capacity building of local partners through training of professionals on GBV and MHPSS. In 2022, MdM decided to conduct a program on emergency preparedness specifically for psychosocial interventions in Goris, monitoring very closely the development of the situation to continuously adapt its response.

On the morning of Tuesday September 19, Azerbaijan launched what it called “anti-terrorist activities” in the breakaway region of Nagorno-Karabakh and demanded the “complete withdrawal” of ethnic Armenian forces as a condition for peace in the disputed territory. On Wednesday September 20, the Azerbaijani authorities confirmed that a ceasefire agreement had been reached and that the first talks on the potential reintegration of the territory were scheduled for Thursday September 21.

From that date, more than 100.000 persons fled from Nagorno-Karabakh through Latchin corridor to reach the city of Goris where Armenian authorities, UN agencies and NGOs have organized an emergency response.

After a rapid needs assessment, MdM launched an emergency response. The proposed action seeks to improve access to emergency healthcare through the creation of an effective referral mechanism, provision of MHPSS care and capacity building of frontline responders.

Health and MHPSS activities will be carried out in 5 Support Centers and via mobile activities by nurses, social workers and psychologists.

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you have the responsibility of the overall management of the mission by ensuring that programmes meet operational, administrative, financial, human, material and organisational objectives. You lead the implementation of MdM emergency project in 5 cities, by integrating it into a socio-political context.

You supervise a team of 23 national staffs and 1 expatriate.

More precisely, your responsibilities are the following:

Emergency Program Management

  • Ensure adequate information flow within the different teams of the 5 sites.
  • Oversee and coordinate the general functioning of the base, and all departments/services
  • Encourage team spirit within the different departments and amongst the staff

Program management

  • Develop the strategy of MdM in Armenia
  • Ensure the implementation of the program and its follow-up
  • Continuously assess the needs & adjust the programs to the needs
  • Draw up plans, proposals and budgets for new projects/extensions of projects

Logistics/Finance/Administration

  • Ensure appropriate administrative, financial and logistical MdM systems/procedures are in place and maintained
  • Ensure regular communications are maintained between the different departments and act as a mediator when necessary
  • Be responsible for accurate budget control and overall responsibility for financial management
  • Monitor expenditure and budget compliance on a regular basis

Human Resources Management

  • Contribute to recruitment of the national staff
  • Maintain good inter-team communications, engender good team dynamics and take suitable action when problems occur
  • Support team members professionally, monitor and support stress management
  • Carry out appraisals as per MdM standard requirements and procedures
  • Be responsible for capacity building and training of national staff

Representation

  • Carry out representation with other NGOs, UN agencies, local and national government bodies, donors and other relevant parties
  • Be collaborative and build a strong relationship with all partners working in the area
  • When relevant, represent MdM to donors, authorities, NGOs and other parties as necessary

Safety and Security Management

  • Ensure team security and safety in a highly changeable and volatile security environment
  • Proactively monitor the political, military and security situation in the project areas
  • Ensure timely and accurate security / incident reports are sent to the General Coordinator

Reporting

  • Elaborate weekly Sitrep with the team
  • Ensure regular contacts with General Coordinator
  • Participate to proposals & reports to donors

CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 10 months

Starting date: as soon as possible
Gross monthly salary: 3 362 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

Guesthouse housing
22.5 recovery days per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)

SKILLS AND EXPERIENCE NEEDED:
Experience with an international NGO working in emergency contexts, managing programs, preferably within the health sector.
Previous experience of project planning and budget holding; proposal and report writing.
Knowledge and understanding of project management tools (Logical Framework analysis, project cycle management, objectives and indicators etc.)
Strong leadership skills and a supportive management style (experience managing national and expatriate staff)
Experience of security management at the field site level
Confident and proficient in the use of MS Office

Langages:
Fluency in spoken/written English
Knowledge of Armenian and or Russian is a strong asset.
