Field Delegate for Cash Transfer Programming At Swiss Red Cross

Job location: Borena, Ethiopia with regular travel within the zone

In 2022, the Swiss Red Cross (SRC) and the Ethiopian Red Cross (ERCS) launched two emergency drought responses in Borena and Moyale, respectively, as well as a long-term project aiming at improving community preparedness and resilience. To strengthen the implementation of the two emergency responses, the SRC and the ERCS are looking for a field delegate with strong Cash Transfer Programming capacities.

What you will be doing

  • Support the respective ERCS Branches in implementing the drought response emergency projects (planning, monitoring, evaluating, and reporting)
  • Contribute to the capacity-building of ERCS branch staff and volunteers and identify opportunities for improving the overall project development, aiming at increased efficiency and effectiveness
  • Monitor and support the Borena branch in the quality assurance of the intervention, including market assessment, CVA/CTP registration of beneficiaries, Post Distribution Monitoring (PDM), the production of qualitative reports, and the use of digital data collection / management tools (Kobo, etc.)
  • Contribute, in cooperation with the ERCS HQ Cash Team, to the provision of technical trainings on CVA/CTP for additional ToT, induction for finance and logistics team, refresher training on Community Engagement and Accountability (CEA) and Post Monitoring Distribution (PDM)
  • Document and promote good practices and institutional learning around monitoring and evaluation approaches and incorporate lessons learned, best practices and technical innovation in further planning and implementation of the project
  • Ensure close coordination with the IFRC, ICRC and Partner National Societies (PNSs), with key stakeholders such as WFP as well as relevant Swiss actors in the country (Caritas, HEKS, and the Swiss Agency for Development and Cooperation)

Your profile

  • Strong expertise in Cash Transfer Programming and experience in emergency project management as well as challenging and complex security contexts
  • Background in development cooperation, preferably with specialisation in disaster management
  • Minimum of 3 years international working experience abroad
  • Leadership experience as well as diplomacy, team spirit and problem-solving skills with a proactive approach to finding and proposing solutions to challenges
  • Experience in providing training/mentorship/capacity-building to implementing partners
  • Very good command of written and spoken English
