- Nature of the consultancy: IOM aims to engage a Field Engineer to support implementation of infrastructure refurbishment interventions related to border management at various locations across Pakistan, including land, air and sea border crossing points (points of entry) and other relevant locations such as training facilities etc..
- **Project Context and Scope:**As the leading intergovernmental organization in the field of migration, IOM assists governments in addressing complex migration management challenges, including in the area of Immigration and Border Governance (IBG). Over the years, IOM in Pakistan has affirmed its role as a key partner of the Government of Pakistan (GOP) and its Ministry of Interior (MOI) and Federal Investigation Agency (FIA) in addressing challenges related to migration and border management, by aligning interventions with national and regional priorities. Expanding this support by adopting a whole-of-the-government approach, IOM is implementing a range of capacity building activities that aim to strengthen administrative, regulatory, operational, and information management frameworks of border management in Pakistan.
- **Objectives of assignment:**One of the key interventions under IOM’s IBG programming is strengthening operational capacities of selected PoEs and related border management infrastructure in Pakistan. This includes, but is not limited to, refurbishment and upgradation of border management infrastructure at various locations across Pakistan, including land, air and sea borders. In this regard, IOM aims to engage a Field Engineer to support implementation of relevant infrastructure refurbishment interventions.
- Organizational Department / Unit to which the Consultant is contributing to: Migration Management Division
- Tasks to be performed under this contract:
- Inspect and supervise infrastructure refurbishment and upgradation projects to ensure quality completion on time and within budget by utilizing and applying professional skills and knowledge in the project management.
- Assist in putting workplans for designated projects including intended work needed, BOQs, timelines, budgeting and recommendations for handover.
- Oversee the implementation process of the activities through conducting frequent individual or joint field inspection visits.
- Prepare project status reports to monitor project progress by collecting, analysing and summarizing information and reporting on various aspects of the projects including financial, technical and schedule compliance.
- Utilize and maintain accurate budget and schedule automated systems for progress/status, tracking all inspections and work completed by providing reports and other information as required by Project Manager to facilitate that budget and schedule remain accurate and current.
- Use AutoCAD (if available) in order to review and interpret blueprints; draft plans and details; and modify existing AutoCAD drawings. Update and incorporate changes to buildings on “as-built” drawings as necessary.
- Support close out, final inspection and acceptance of completed interventions.
- Perform other duties assigned.
IOM’s Role and Responsibilities:
- IOM will share list of locations to be refurbished and upgraded, including tentative list of requirements from the government counterparts.
- IOM will facilitate coordination with relevant government stakeholders to ensure unhindered and timely access to relevant locations.
- IOM will organize periodical meetings with the Field Engineer to monitor the progress achieved (and to take corrective actions, if needed) in the scope of this terms of reference.

- Performance indicators for the evaluation of results: The quality, targets and details of the work performed as established above, as well as materials produced over the duration of the consultancy.
- Remuneration and Terms of Payment: Payment will be made in one instalment after IOM’s confirmation of satisfactory completion of the deliverables.
Education, Experience and/or skills required:
- Master’s degree in civil engineering, architecture or a related field from an accredited academic institution with five years of relevant professional experience; or University degree in the above fields with six years of relevant professional experience in practical construction or engineering field.
- Experience in the field of construction engineering and contract management.
- Experience in the usage of office software packages (MS Word, Excel, etc.)
- Experience with hardship and/or rustic locations for longer periods of time and has no issue with roving between different sites (1-2 weeks);
- Experience working for the United Nations, non-governmental organization or relevant government department a distinct advantage.
- Good experience in building structure design with AutoCAD
DESIRABLE:
- Working Knowledge of any local language/s.
REQUIRED
