For 30 years, and through our work in more than 100 countries, the American Bar Association Rule of Law Initiative (ABA ROLI) has sought to strengthen legal institutions, support legal professionals, foster respect for human rights, and advance public understanding of the law and citizen rights. In collaboration with government agencies, the judiciary, lawyers, bar associations, legislatures, and civil society, we design programs that are responsive to local needs and that prioritize sustainable solutions to pressing rule of law challenges.

Project Background

The “ Pilot Anti-Corruption Complaint Mechanism (PACCM) Program” will work to establish and promote an effective and safe platform for receiving, developing, and referring cases to civil society, independent institutions that play a key role in the fight against corruption, and host country institutions, and to provide citizen education and ultimately reduce corruption-related impunity in El Salvador. The Project will work with complainants to submit information through the appropriate host country mechanisms in El Salvador and monitor and track action, or lack thereof, on that information through each system.

Job Summary: ABA ROLI is seeking a Field Financial Manager that will lead financial and administrative management of the PACCM Program. The Field Finance Manager reports to the Program Director. The Field Finance Manager maintains constant communication with the Finance team in Washington, DC, as well as finance and program staff in El Salvador and the Washington, DC office. This position will be based out of San Salvador, El Salvador.

Responsibilities:

  • Principally responsible for managing office funds, including bank accounts and petty cash
  • Prepare detailed monthly expense reports in Chrome River
  • Records monthly expenses in Chrome River
  • Prepare monthly financial reports in Excel
  • Performs monthly bank reconciliations
  • Performs monthly reconciliations of ABA funds
  • Prepare monthly cash forecasting for the office
  • Promotes and meets the reporting and financial management requirements of donors and the ABA
  • Manages compliance with local tax and accounting laws
  • Review the payroll of staff and local tax payments prepared by an external Accounting Firm
  • Maintains the timesheets of resident (local) staff and keeps track of leave time
  • Assists in the preparation of programmatic budgets, including budget narratives, as needed
  • Coordinates and liaises with finance staff based in Washington, DC
  • Works with the Program Director and DC program staff, and local staff on all matters related to finance and administration
  • Trains resident staff on issues related to finance and compliance with cash management policy
  • Maintains policies and procedures (LOPM) in accordance with ABA ROLI, local law, and donors’ rules and regulations
  • Manages the procurement rules established by ABA ROLI
  • Maintains files of all contracts, agreements, and supporting documents
  • Maintains inventory and property lists
  • Provide financial training to grantees, as needed
  • Any other relevant task determined as necessary for the position by ABA ROLI or the Program Director

basic qualifications

  • University degree in Accounting, Management, or related fields
  • Extensive experience in financial management (minimum five years), preferably in a non-profit environment
  • Extensive experience with financial management software and accounting spreadsheets, including Excel
  • Experience working in an international organization
  • Excellent English language skills, as all financial reports, trainings, and forms used are in English
  • Fluency in Spanish
  • Availability to travel abroad for training or assistance with program coordination
  • Knowledge of USG regulations; OMB A-122, OMB A-110, OMB A-133

Preferred qualifications

  • Proven experience working with QuickBooks
  • Master’s degree in Finance, Management, or related fields
  • Experience in financial management of United States Government-funded programs
  • Experience working in a professional environment with people from diverse cultural backgrounds.

Basic Qualifications
