Field Manager Niger Tillaberi (Niger Nationals Only) At Norwegian Refugee Council

Context

Niger faces a multitude of humanitarian crises (population movements, malnutrition, food insecurity, cyclical floods and drought). The “conflict” problem, the main cause of growing insecurity and instability in Niger and neighboring countries, is generating population displacements which currently affect five regions of Niger: Diffa, Tillabéry, Tahoua, Niamey , and Maradi. Present in Burkina Faso and Niger since 2019 as part of a single national program, NRC is dedicated to helping people affected by conflict and displacement. In 2023, NRC created two independent offices (Niger and Burkina Faso) to better respond to the growing humanitarian needs in both countries. Its humanitarian interventions draw on its expertise in the sectors: Education, Shelter, Water, Sanitation and Hygiene (Shelter/WASH); Information, Advice and Legal Assistance (ICLA), Protection against violence and Food security. NRC has a coordination office in Niamey as well as four operational offices in Tillabery and Ouallam (Tillabéry region), Maradi (Maradi region) and Madaoua (Tahoua region). The Field Manager position will be based in Tillabery and will cover the implementation of NRC programs in the Tillabery region under the supervision of the Area Manager.

Skills and abilities sought

It is desirable to have a passionate and committed humanitarian profile with work experience in a position of responsibility in a humanitarian context. NRC is particularly looking for a Field Manager with the strength and vision to support young teams. A Field Manager, with strong project management skills, a person with a solid understanding of the Nigerien context and the landscape of donors involved will be highly appreciated. A thorough understanding of and experience working with all phases of project cycle management, including team management and safety skills.

Roles and responsibilities

  • These responsibilities are adapted to the particularities of the location and context of employment, the phase of operation, the strategic direction and the type of intervention of the program. This section should be revised whenever a new employee is hired or the context changes significantly.
  • Manage the staff and program and support activities of Tillabéry and the Ouallam sub-base,
  • Contribute to assessments of new areas of operation, describe possible areas of intervention and develop program strategies for implementation.
  • Support the development of concept notes, project proposals and the development of budgets to scale up post-emergency activities.
  • Under the delegation of the Area Manager and in coordination with the country office, liaise with donors on new funding and operational programming areas.
  • Ensure regular liaison with local authorities (political and security), donors and humanitarian actors in the area of ​​operations
  • Represent NRC during coordination initiatives at the intervention area level, as delegated by the Area Manager.
  • Contribute to advocacy initiatives
  • Support the Area Manager to ensure training is provided to all staff and capacity building initiatives are in place.
  • Ensure that work and development plans are carried out by all staff in Tillabery and Ouallam and that performance feedback sessions are organized at least once per quarter.
  • Ensure that NRC data collection systems are in place and that information is properly stored and analyzed.
  • Support the recruitment of qualified personnel for the Tillabéry office and the Ouallam sub-base
  • Contribute to the establishment of spending plans, ensuring that the master budget is covered and up to date at all times, reflecting cost-effective use of available funds.
  • Lead by example to teams on the ground by building on the NRC core values ​​(dedication, innovation, inclusion and responsibility).
  • Support NRC programs, and more importantly, people affected by displacement as a result of conflict or insecurity

Professional skills

  • Master 2 in project management
  • Minimum of two years of experience as a project manager or office manager in a
