Field Monitor (Somalia National Only) (4 positions – Balcad district) at Islamic Relief

JOB SUMMARY

Islamic Relief Worldwide, Somalia Programme has been operating in Somalia since 2006 and has responded to conflict and drought-affected people through the provision of life-saving assistance. Through our projects, IR has continuously been providing safe drinking water, improving hygienic sanitation facilities, increasing hygiene awareness, particularly among those living in IDP camps; empowering the urban poor and distressed working children, engaging in conflict management and mitigation, and strengthening community cohesiveness and co-existence.

JOB SUMMARY

Under the supervision of Senior Project Officer or WASH Assistant, the FM is responsible for the implementation of field activities, leading field workers, and direct communication with communities served by WASH program. This will include identifying target households, meeting with community leaders and representatives, conducting registration of households for assistance, conducting technical assessments, monitoring the day-to-day work of the project activities, and liaising with households and community members throughout implementation.

The FM will be responsible for preparing daily activity reports on the progress of work, participating in team meetings and WASH staff events to analyze issues and improve quality.

Key Duties and Responsibilities

  • Support the identification of households and communities in need of shelter and WASH support.
  • Build strong relationships with IDPs, community leaders and community members in each target area.
  • Liaise directly with IDP families and community representatives to continuously monitor and track needs and concerns.
  • Communicate clearly to project beneficiaries about the objectives, scope, and scale of the WASH project activities in target areas.
  • Support on monitoring of installation of hand washing facilities, use and maintenance.
  • Field level supervision of WASH facilities/ solid waste collections, hygiene kit distribution/ hygiene awareness activities.
  • Monitor and supervise community hygiene promoters.
  • Coordination with beneficiaries and relevant stakeholders including camp management and health service providers etc.
  • Develop a weekly plan with community-based hygiene promoters and execute.
  • Identify needs for non-food items relevant to hygiene; participate in the choice of items, targeting strategy, promotion of effective use, and post-distribution monitoring.
  • Carrying out non-contact, no-mass gathering hygiene promotion campaign at IDPs centers, and at target villages of the project.
  • Responsible for collecting success stories from communities for sharing at sector as well as project level.
  • Maintains a protection safe work environment and report concerns of suspected exploitation or abuse in accordance with the reporting procedures.
  • Make sure the proper use of hand washing facilities and demonstrate to the public the recommended hand washing techniques.
  • Work closely with the project team and other health actors in awareness creation on hygiene promotion and COVID-19 awareness.
  • Act as a link between the community and the IRW by providing community, encouraging them to participate on hygiene related activities.
  • Work cooperatively with the beneficiaries and other relevant stakeholders to strengthen the project.
  • Carryout capacity building for incentive staff and water committees.
  • Work together with WASH committees, community leadership in the field in identification of problematic areas, water reticulation systems with a view of providing a durable solution.
  • Water quality monitoring at household level and at tap stand levels.
  • Monitoring routine maintenance and servicing of boreholes and shallow wells.
  • Collaborate with other agencies’ staff in the field during inter agency meetings and field discussions.
  • Report field visits weekly & monthly (or more often, if required) on activities and results to the relevant IRW WASH staff.
  • Promote safe WASH practices, including appropriate use and maintenance of WASH facilities and services.
  • Raise the awareness on issues relevant to the community and encourage their participation in projects.
  • Ensure mainstreaming of all cross-cutting issues in implementation of activities.
  • Supervision of all sanitary installations including latrines, pits, drainage systems and desludging.
  • Carry out informal and formal training sessions (according to identified needs) and evaluate the impacts of this training.
  • Perform any other task as assigned by IRW management.

KEY AREAS OF ACCOUNTABILITY

  • Attend WASH related training workshops.
  • Willingness to conduct monitoring about WASH project activities in the target areas.

SKILLS AND BEHAVIOURS

  • Skills related to water, sanitation and hygiene.
  • Strong organizational skills and ability to manage multiple tasks simultaneously. ‎
  • Ability to work independently and creatively. ‎

QUALIFICATIONS

  • University degree, with relevant experience preferably in public health, environmental health, economy, social science, development studies, or another relevant discipline.
  • Proven experience working in a humanitarian/recovery context.

EXPERIENCE AND SKILLS

  • Minimum 2 years of experience working in WASH and development contexts.
  • Good knowledge of the English language
  • Ability and willingness to travel extensively to the field.
