GLOBAL EMERGENCY GROUP PROGRAM OVERVIEW

Global Emergency Group (GEG) maintains a field office in Sudan. As its main activity, GEG is contracted to conduct Third-Party Monitoring (TPM) on behalf of the Bureau for Humanitarian Assistance (BHA) Disaster Assistance Response Team (DART) for Sudan. The GEG team operates within Sudan to assess the impact of Implementing Partner (IP) interventions funded by USAID/ BHA in emergency and protracted conflict settings. GEG engages with key stakeholders, including implementing partners, community leadership, and beneficiaries, and reports back on findings. These findings facilitate the BHA’s ability to ensure IP compliance with award commitments, ensure that activities on the ground are implemented to governmental and industry standards, and adhere to Do No Harm protocols.

FIELD OFFICE GENERAL MANAGER POSITION DESCRIPTION

The General Manager (GM) will support the TPM team’s work in Sudan by providing the administrative and operational office base for Global Emergency Group (GEG) services in Sudan. The GM will work closely with GEG on their in-country company registration and field team support set-up. The GM will coordinate with GEG to provide payroll and performance management services to the TPM. The GM will also coordinate with the Field Support Specialist (FSS) and the in-country security team to provide administrative and logistical support for field visit planning and execution as needed. The GM will manage all GEG office functions, and sub-offices, facilities and related equipment or resources in Sudan. The GM is directly responsible for the legal representation and timely functioning of the human resources (HR) and financial accounting processes of the GEG Sudan country office, including hiring and onboarding, payroll management, performance reviews, tax payments, and supporting FMS staff through other services as requested by the BHA and/or GEG. The GM may not serve an official representational role on behalf of the U.S. government.

POSITION RESPONSIBILITIES

The GM will serve as the focal point for GEG legal representation as a business in Sudan and will manage the office in Sudan. The GM will be responsible for leading the financial management and human resources (HR) administration with performance management functionalities in the GEG office (and any sub offices).

The GM will:

1. Develop and maintain a contextual baseline of the humanitarian situation in Sudan: To facilitate the above, the GM will understand humanitarian developments within Sudan, working closely with the TPM team to capture the client’s priorities in their key deliverables. The GM will meet periodically with the TPM team and client to stay abreast of new humanitarian developments.

2. Assist with the in-country registration of Global Emergency Group in Sudan: To facilitate GEG’s registration as a company, the GM will serve as an in-country focal point to lawyers and hired vendor(s) assisting GEG with in-country registration. The GM will be responsible for timely delivery of any documents which require in-person submission. The GM will conduct in-country meetings on Global Emergency Group’s behalf and represent the company in Sudan.

3. Support field visits required for Humanitarian Programs: To facilitate in-country movement of the TPM team, the GM will assist the TPM team with coordination of in-country site visit planning. To compensate staff for field visits, the GM will assist in the distribution of all payments.

4. Support with recruitment of locally qualified candidates for the TPM program: Includes assistance with finalizing Position Descriptions/Terms of Reference/Terms of Reference, accessing a pool of locally qualified candidates, vetting candidates, and support throughout the interview and selection process.

5. Assist the TPM with administrative responsibilities: The GM will ensure the timely submission of financial and administrative reports to Global Emergency Group, preparing and reviewing expense reports and other necessary documents.

6. Participate in training on best writing and reporting practices and updates made to the administrative framework: The GM will participate in training and workshops on best report writing practices. The GM will also attend periodic seminars on technical reporting and structure expectations with the Sudan team.

7. As needed support with workshops and training services. This includes provision to locate and reserve conference spaces and facilitators for such training activities.

8. Replication of Best Practices: The GM will endeavor to learn and share new ideas and best practices that can be leveraged to deliver services to GEG clients.

9. Total professionalism, courtesy, and accountability in accordance with the GEG Way throughout all proceedings involved in services provided by Global Emergency Group Inc and Team Credence.

POSITION QUALIFICATIONS

Required

  • Strong understanding of start-up projects in the Sudan context and at least three years’ experience implementing programs in Sudan
  • Experience initiating projects in conflict areas with limited resources
  • Experience working in conflict-affected zones
  • English proficiency AND Arabic Fluency
  • Ability to travel within Sudan as required by the job
  • Strong English writing and editing skills
  • Thorough understanding of the Sudanese administrative system
  • Possess exceptional organizational and communication skills
  • Demonstrate strong attention to detail and excellent judgment
  • Strong working knowledge of Microsoft Office and Google Suite
  • Experience managing budgets and ensuring financial accountability
  • Experience in managing human resources in Sudan
  • Experience with in-country business registration
  • Experience with travel permitting in Sudan
  • Sudanese citizenship

Desired

  • Previous humanitarian or business work experience, particularly in administration, financial management, human resources and logistics
  • Be capable of prioritizing tasks and following up on actions without prompting
  • A minimum 7 years of professional office experience in the humanitarian sector
  • Experience implementing or monitoring humanitarian or development programs
  • Previous experience with payroll and performance management
  • Be flexible and adaptable to changing circumstances
  • Familiarity with USAID standards

POSITION ACTIVITY OVERVIEW

Assisting with in-country registration will require the GM to deliver the following outputs:

  • Regular written recommendations regarding registration next steps.
  • Ensure that documentation is obtained and submitted in a timely and accurate fashion.
  • Provide clear and timely progress reports to Credence, GEG, and any vendors who may be supporting them with in-country registration.
  • Conduct in-country appointments necessary to complete registration.

Specific Tasks

  • Manage the human resources, office, equipment, supplier and financial management administrative framework, ensuring that all GEG personnel and suppliers are paid in a timely manner;
  • Complete training of all personnel (e.g. expense reports) to ensure collective contributions to financial management duties;
  • Participation in regular team meetings;
  • Maintain regular check-ins with GEG leadership to discuss activities progress against required deliverables;
  • Support special projects and ad hoc requests as assigned.

Reports should be submitted via MS Word in English. All reports should indicate whether the information presented is of a primary or secondary nature and who/what is the source of the data. Reporting contradicting information is encouraged where appropriate, with the different sources cited.

Financial Management – Budget preparation and management. Engagement with local banking resources to manages GEG accounts in Sudan. Biweekly preparation of TPM payroll reports and submission to the Administrative Officer, finance team, and Senior Team Lead for approval. Weekly submissions of timesheets required. Biweekly submissions expected for expenses. Reconciliation of all expenses against the office budget.

Duration

The consultancy will be full-time from the contract start date, with the possibility of an extension depending on performance and funding.

Travel Frequency

The GM is expected to be based in Sudan during the period that they are contracted. The exact number of field visit reports generated by these days of field visits will depend on the location(s) visited, duration of travel required, and access limitations posed by the conflict.

Working Conditions

The GM will be responsible for creating an office, with the expectation they work primarily in its location. The GM may travel to different sites on an as-needed basis using vehicles provided by GEG or its suppliers. The advisability of safe travel will be determined after consultation with GEG’s suppliers. The GM will adhere to security management directives and policies as advised by these parties.

Do No Harm

The GM must employ “Do No Harm” principles in all work under this contract. The GM must keep data collected by the GM coded and stored in a way that respects the confidentiality of all parties.

No stakeholder whom the GM works with shall be subjected to discrimination in the form of sexual harassment or abuse. Sexual harassment includes sexually oriented verbal or physical behavior that an individual would reasonably find unwanted or unwelcome, considering all surrounding circumstances, which may detrimentally affect the work environment. Abuse, either physical, verbal, or mental, is also prohibited. The GM is expected to maintain professionalism in the workplace. This may include but is not limited to drug or excessive alcohol consumption, the patronizing of prostitutes, non-adherence to local laws, and other actions that could harm the reputation of GEG or Team Credence. GM conducting such behavior may be subject to a temporary or permanent ban from their contract.

Physical Requirements

While performing the duties of this job, the GM is regularly required to talk, hear, and use hands to finger, handle, or feel objects, tools, or controls. The GM is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The GM must occasionally lift or move up to 25 pounds.
