Context:
Under the overall supervision of the Chief of Mission (CoM), and direct supervision of the Deputy Chief of Mission, and in coordination with Programme Coordinators, the successful candidate will be responsible for the successful management and implementation of IOM’s multi-sectoral programme response in areas covered by the Sub-Offices.
Core Functions / Responsibilities:
- Contribute to the management and coordination of the development and implementation of IOM’s multi-sectoral programme strategy in the Sub-Office area of operations.
- Supervise and coordinate the work of Operations Officers (Programme) and maintain strong communication flows between the Sub -Offices’ programme staff, the Senior Field Coordinator and the Programme Coordinators by ensuring the projects meet their intended scope, timeframe, quality and budget.
- Identify and recommend new programmatic initiatives and opportunities in the area of responsibility. Coordinate and review all concept notes, proposals, including budgets for the Sub-Office. Ensure that all proposals support multi-sectoral programming and are complementary to the ongoing projects in the Sub-Office.
- In coordination with the Programme Coordinators and the Senior Field Coordinator, coordinate and oversee the monitoring activities to assess the implementation of IOM programmes, through regular visits to the areas of operation, ensure that resources are efficiently and effectively utilized across all units to avoid duplication of common services by the Sub-Office programmes.
- In absence of the Senior Field Coordinator, participate at relevant forums, including Area Security Management Team (ASMT), Area Humanitarian Country Team (AHCT), United Nations Country Team (UNCT), Inter-Cluster Coordination Meeting (ICCM), as well as operational meetings with IOM technical staff, as required. . Ensure accurate and timely reporting to the Senior Field Coordinator and Programme Coordinators. Contribute to the uplift of the visibility and profile of IOM.
- In absence of the Senior Field Coordinator, act as an IOM’s main interlocutor with local authorities, establish and maintain strong partnerships with governorate and/or district authorities or any other form of tribal or local leadership as well as other UN and non-UN humanitarian stakeholders.
- Review contracts and financial documentation with service providers and implementing partners. Work closely with the Operations Officers and the Resources Management Unit to ensure adequate contracts management, close out procedures and final payments to the vendors.
- In coordination with Programme Coordinators and Human Resources Unit oversee the recruitment of national staff in the area of responsibility of the Sub-Office. Support the efforts of the Programme Coordinators to provide adequate and relevant capacity building training to all members of the team. Coach and mentor the staff members under direct supervision. Support initiatives to improve gender balance in teams and contribute to the inclusion of appropriate gender awareness in the wider IOM operations.
- Ensure that all relevant permits and authorizations are obtained from the local authorities in coordination with the relevant units, to guarantee project stability and good relations with the local government.
- Ensure the mainstreaming of Gender Based Violence (GBV), Accountability to Affected Populations (AAP), Communication with Community (CwC) and other protection related aspects, including establishment of operational Community Feedback Mechanism (CFM), in every phase of the implementation of the Sub- Office activities in close coordination with the relevant units.
- Identify, coach and support the Protection from Sexual Exploitation and Abuse (PSEA) Focal Point within the Sub-Office. Ensure that IOM’s PSEA policies,), are fully and coherently integrated/implemented in all programmes of the Sub- Offices.

Required Qualifications and Experience:
Education
- Master’s degree in International Relations, Conflict Resolution, Management, Social Sciences or related field, from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- International experience in humanitarian programming at a managerial level, in emergency and conflict environments;
- Experience in an international setting;
- Experience in working effectively with donors, local authorities, stakeholders, beneficiaries,and the broader community to advance the Regional and Country Office’s objectives; and,
- Significant technical experience in guiding and leading teams in humanitarian programming.
Skills
- Excellent Monitoring and Evaluation skills;
- Managerial and, organizational skills, accuracy, ability to work with minimum supervision;
- Ability to deliver on set objectives in hardship conditions; and,
- Ability to effectively coordinate and cooperate with the implementing partners.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
