Background

SoCha, LLC is preparing a proposal for the United States State Department for the anticipated Ukraine-based Monitoring, Evaluation, and Audit Services for Reporting (MEASURE) project. The MEASURE project will monitor, evaluate, and audit financial assistance from the United States Government (USG) to Ukraine to ensure the funds are used for their intended purpose. USG assistance is directed towards the following lines of effort: continuity of government, societal resilience, civilian security, and accountability. The project will provide the U.S State Department with capacity to report to Congress, the Office of Management and Budget, and other U.S. entities on the outcomes of USG assistance to Ukraine. The findings from the MEASURE project will be used make judgments on the effectiveness of programs for meeting USG assistance objectives and to determine what, if any changes need to be made to assistance priorities and activities going forward.

To support the associated monitoring services on this activity, SoCha seeks a full-time, qualified Senior Field Team Leader.

Position Description

The Field Team Leader will support monitoring and evaluation activities in the field as requested by the Department of State. The Field Team Leader must be located in Ukraine, preferably in a central location. The Field Team Leader will be primarily responsible for product delivery, quality control, and assistance with training efforts of the field Technical Team Members.

Scope of Work

Illustrative Functions of the Position

The Field Team Leader will:

  • Serve as the main contact and liaison to ensure proper implementation, adequate monitoring, and sufficient coordination of all field activity occurs.
  • Oversee field operations and logistics for field monitors.
  • Closely track and assess program-related and external developments at the field level to provide progress reports to the SoCha Home Office.
  • Establish a robust monitoring and reporting framework to feed key information related to program progress and field developments.
  • Responsible for the design and quality delivery of data collection, storage, and analysis procedures.
  • Create data collection tools and conduct data collection when deemed necessary.
  • Ensure field staff accountability for the collection of data and ensure the incoming field reports are strong, accurate, and capturing necessary information.
  • Review incoming data/reporting for strength, completeness, consistency, clarity, and accuracy.
  • Implement data quality assurance activities such as data verification and spot checks of data collected by field staff.
  • Provide feedback to field monitors on how to strengthen their data collection techniques.
  • Review data following translation to ensure that the translation is accurate.

Minimum qualifications and experience

  • Minimum of a Master’s Degree in a relevant field of study (Public Policy/Administration, Social Sciences, Economics, Monitoring and Evaluation, etc.).
  • At least 20 years of previous experience in a similar role, or combination of prior project management and M&E experience.
  • Ability to analyze both qualitative and quantitative data.
  • Demonstrated work experience in Ukraine on assistance monitoring.
  • Demonstrated skill in establishing and maintaining effective working relationships with a variety of stakeholders of different backgrounds.
  • Demonstrated knowledge of, and ability to effectively communicate key M&E principles and concepts.
  • Demonstrated excellence in oral and written communications; able to effectively communicate in English at native speaker level to a wide range of audiences.
  • Fluent in English (strong writing skills necessary).
  • Understanding of digital security practices is preferred.
  • Ability to manage multiple deadlines and prioritize deliverables in a timely manner to meet quick turnaround.

Ukraine (multiple potential locations across Ukraine).
