Final Evaluation to assess the FCDO-funded contribution to the Ukrainian Red Cross Society At British Red Cross

An evaluation of the FCDO-funded programmes, implemented in partnership with the BRC, Danish Red Cross and the URCS in Ukraine. The evaluation will ensure accountability of the funding provided and contribute to learning with the aim of improving future programming in Ukraine. The evaluation will assess the programme in terms of relevance, efficiency, effectiveness, coverage, impact, sustainability, and project quality. The evaluation will include two programmes implemented concurrently in Ukraine.

Dates: 19 August – 30 September 2024

Evaluation Outputs

  1. Initial draft inception report with evaluation methodology and plan
  2. Finalised inception report that has incorporated edits and an approved and finalised methodology
  3. Report of findings and recommendations for dissemination
  4. Presentation to key stakeholders

The evaluation will be guided by/adapted from the OECD/DAC Quality Standards for Development Evaluation. In addition, the review will adhere to the BRC evaluation policy and quality standards (which relate to utility, accuracy and credibility, feasibility, accountability and transparency, ethics and legality) see section 9 for further information.

Evaluation Team Qualifications

  • Demonstrated experience of conducting similar evaluations required
  • Proven track record of conducting quantitative and qualitative research and data analysis required
  • Sound knowledge of cash and emergency programming in a conflict setting
  • Excellent written and spoken English is essential
  • At least team member to be a Ukrainian national
  • Strong interpersonal and communication skills
  • At least five years of direct full-time experience in the monitoring and evaluation field with at least three years’ experience designing and implementing assessments and evaluations
  • Proven track record of conducting qualitative research including the development of interview schedules and qualitative data analysis required
  • Familiarity with the context of Ukraine
  • University degrees at the post-graduate level in relevant field of study
  • Knowledge and experience working with the Red Cross Red Crescent Movement preferred
  • Hostile Environment Awareness Training (HEAT) (or equivalent) completed.
