Finance & Administration Officer (Somali Nationals) At Action Against Hunger USA

Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Ethiopia, Kenya, Tanzania, Uganda, Somalia and Haiti. Action Against Hunger-USA has over $110 million in programs, and approximately 1,700 staff based in the various country offices and New York City, Washington D.C and Horn and East Africa Regional Office in Nairobi. Additional growth is anticipated.

Purpose

The position will be responsible for among other duties; review payments and supporting documents, process payments, review of cash and bank disbursement documentation, support preparation of treasury forecasts at base, review commitments, carry out reconciliations, facilitate monthly accountancy closure, support budget monitoring, financial reporting, staff training and capacity building.

Key activities in your role will include:

  • Ensure daily bank disbursements, cash payments, receipts and transfers are reviewed/effected in compliance with internal control procedures, donor provisions & statutory regulations.
  • Check and review the accuracy of all supporting documents and invoices, prepare recociliations (where necessary) and final checklist before payment.
  • Ensure payments are done on time and within reasonable timeline (ideally 2 days) and that the supporting documents are stamped paid.
  • Ensure all advances are consistently reconciled & followed up for liquidation and communicate outstanding advances weekly, while observing policy of just zero or one advance at any moment.
  • Review of all documents submitted for payment processing ensuring consistency and accuracy of information and providing feedback where additional support documents are required.
  • Timely and accurate recording of all financial transactions in cash books, mobile money wallet books & bank books and upload the same to Saga or other financial system software for review and approval/posting by finance manager.
  • Prepare BFUs and actively participate in BFU review meetings and provide feedback on all finance related action points and closely monitor all grants to ensure optimal execution of assigned BFU.
  • Closely supervise all financial activities and keep the Finance Manager/Head of Finance advised of all situations which have the potential for a negative impact on internal controls or financial performance.
  • Maintains current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements.
  • Maintain sage base for mission by ensuring timely record of bank and cash transactions using relevant saga books
  • Identify any risks of fraud and corruption in daily ACF operations and recommend to finance manager or HoD on day to day control of fraud and corruption.
  • Keep the individual files up-to-date (Identification, Contract, Job Description, Allowance Requests);

Requirements

  • A Degree in Human Resources Management, Business Administration, Commerce, Organization Development or relevant field. Professional qualification in accounting or finance would be an added advantage.
  • At least five (3) years’ experience in a similar role. International NGO experience is an added advantage;
  • Skills in Microsoft office (Spreadsheets, word processing and accounting packages.)
  • Excellent people management, analytical, problem solving, negotiation, interpersonal and communication skills;
  • Demonstrated ability to work effectively in an individual capacity and as part of a team and an ability to multi-tas
  • Confidentiality, accountability, integrity and ability to handle sensitive situations;
  • Fluent in both spoken and written English.
