Finance and Admin Officer At Expectation State

Context of the Role:

Expectation State (ES) is preparing to implement a large livelihoods programme in Jordan, funded by an international donor. The work will seek to put Jordanian Micro and Small Enterprises (MSEs) on a path to recovery after the extraordinary crises that businesses have faced. Its goal is to help them access safety net measures in Jordan, and, most importantly, regain productivity and growth.

This will be achieved through activities and grants to get micro and small enterprises back to work, link them with markets, and put them on a track to formalisation and growth. Expectation State will lead efforts to identify, assess, and support Financial Service Providers (FSPs), focusing on Microfinance Institutions (MFIs) with potential for catalytic impact on MSEs’ access to finance. This will include identifying barriers and enabling factors to introduce innovative financing tools and access to finance services that meet the needs of MSEs and provide linkages to international investors.

To support our team in Jordan, we are looking for a Finance and Admin Officer who can support the delivery of the project, as well as other duties. S/he will be responsible for the financial and operational management of all project activities.

Role:

  • Direct the development and/or technical review of program budgets;
  • Lead local financial activity, including but not limited to: setting up and operating local bank accounts, making payments from petty cash, requesting advances from the home office as needed, and reviewing and approving project accounting reports and supporting documentation;
  • Maintain complete and auditable files of all procurement documents (contracts, agreements and other procurement supporting documents), meeting US Government requirements;
  • Oversee financial management and financial operations in the country office, setting up and maintaining financial accounts;
  • Work with the Expectation State head office team to stand up and ensure day-to-day financial processes procedures are implemented and working properly;
  • Manage time and expense reporting, finance, accounting and human resources policies, procedures and standards in alignment with USAID and Expectation State policies and procedures;
  • Prepare quarterly accrual reports, expenditure reporting, and burn rate projections for USAID and Expectation State head office;
  • Prepare required quarterly, and annual financial reports for USAID;
  • Act as the lead reviewer for all invoice activity for the project including, reviewing final invoices and approving any third party invoices and expenditures;
  • Coordinate with head office and project staff to ensure all financial activities meet project needs, e.g. accurate and timely production of invoices for USAID, spend plan tools, other financial trackers, and responding to USAID and ES inquires;
  • Maintain effective timeliness and quality control process for financial and operational deliverables and financial management processes;
  • Support ES head office with ad-hoc invoicing and financial support tasks;
  • Maintain an organised and professional work environment at all times, meeting USAID and ES file management requirements.

Profile:

We are looking for an organised individual with the ability to focus on the bigger picture and great attention to detail, with strong experience of financial management activities, preferably with previous USAID experience.

The Finance and Admin Officer should have: at least three years’ experience within a similar financial, compliance, or operational role supporting USAID and international donor projects (dedicated experience operating projects in the field is a plus); and experience in accounting and finance, in budgeting and financial reporting requirements for USAID-funded projects. The candidate is expected to hold a bachelor degree in a relevant financial or international development field or equivalent years of experience. A Master’s degree, or commensurate experience, is a plus.

A good candidate will have strong knowledge of generally accepted accounting practices, financial reporting standards, financial management processes and procedures and familiarity with USG Federal Acquisition Regulations and USG contracting rules. The candidate must be proficient in English and Arabic and have experience in the delivery of projects, ideally those that relate to inclusive economic growth and access to finance. Strong writing, presentation and reporting skills, as well as a good command of G-Suite, are required.

This position is for 12 months only to institute systems, processes and capacity building of the project’s team for ongoing financial management.
