The USAID-funded Clean Cities, Blue Ocean (CCBO) activity, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting applications for Finance and Admin Specialist for a short-term technical assignment (STTA) in Jakarta, Indonesia. The assignment has an LOE of up to sixty -six (66) days, preferably starting in February 2024 to complete services on or about June 2024.
Position Description: Under the supervision of Indonesia Country Director, the Finance and Administrative Specialist for Indonesia will support the Indonesia Operations Team (with direction from the Deputy Chief of Party – Operations and the CCBO Finance & Procurement Manager based in Washington DC. The Finance and Administrative Specialist will report directly to the CCBO Indonesia Country Director who will be responsible for the approval of the detailed work. The Specialist will also coordinate the delivery of their planned activities with the CCBO Finance and Procurement Manager, who will serve as the supervisor for technical matters.
Responsibilities:
* Ensure that transactions are appropriately recorded in QuickBooks and that Tetra Tech accounting standards, procedures and policies are followed and implemented.
* Ensure that the closing of monthly local accounts is done in a timely manner in compliance with Tetra Tech schedule.
* Lead and ensure that Value Added Tax exemption process for CCBO’s invoices is completed to avoid any liability for CCBO’s tax issue with USAID and the Government of Indonesia.
* In coordination with CCBO Technical Team develop CMRE and Request for Funding with the CCBO Finance and Procurement Manager and ensure that monthly “paid and posted” reports are recorded.
* Ensure that CCBO’s local account with Manulife (CCBO health insurance provider in Indonesia) is closed properly at the end of June 2024 when the program is closed.
* Outline final bank account closure requirements and procedures and support the facilitation of bank account closing.
* Confirm final details of all payments to project staff, including payment for unused leave.
* Act as the custodian to the CCBO project office petty cash and maintain petty cash payments and replenishment on time as per procedure and submit invoices for payment. Follow-up as required to ensure timely payment.
* Support inventory hand-over and title transfers once property disposition is approved.
* Work with Operations Team to ensure that all subcontracts are closed-out and final documents/payments have been made and confirm final vendor payments for subcontracts and consultants.
* Review reconciliation of advances to project staff for travel, per diem, or any other reason.
Coordinate with Administrative Specialist to ensure all remaining service agreements are terminated and paid out.
Qualifications:
* Bachelor’s degree in business administration, management, finance, and accountancy is preferred.
* At least 3 years of experience in the field of office administration, procurement and in a related area.
* Proven finance management and accounting experience.
* Knowledge and experience with office closeout procedures, particularly related to financial closeout.
* Excellent time management skills and ability to multi-task and prioritize work.
* Attention to detail and problem-solving skills.
* Excellent written and verbal communication skills.
* Strong organizational and planning skills.
* Proficient in QuickBooks.
* Proficient in MS Office.
* Fluency in English and other local languages are preferred.
