Counterpart International, together with a diverse consortium of local partners and in collaboration with the Government of El Salvador, implements Alimenta y Florece, a McGovern-Dole International Food for Education and Child Nutrition Program in El Salvador funded by the United States Department of Agriculture (USDA). Alimenta y Florece is a five-year initiative that aims to support more than 44,000 students in the departments of San Miguel and Morazán by delivering nutritious school meals, supporting infrastructure rehabilitation, empowering local communities to decentralize school feeding, fostering local food production, and strengthening economies.

The Finance and Administration Manager will oversee the finances, human resources, procurement, and administrative operations of the program, ensuring compliance with donor requirements, Counterpart internal policies, and program objectives. Reporting to the Program Director, the manager will supervise and empower the Human Resources and Administration Officer, the Senior Finance/Subrecipient Officer, and the Procurement and Contracts Officer to deliver exceptional support services that drive program impact. Responsibilities

  • Manage financial processes such as local budgeting and projections, donor and U.S. office reporting, expense and cash flow monitoring, and vendor and payment coordination.
  • Supervise and mentor mid- and junior-level finance and administration staff to provide smooth and effective operational support to the program.
  • Oversee office administrative functions including but not limited to operational systems, transportation, and information technology (IT).
  • Oversee all procurement and contract processes, ensuring transparency, reasonableness and compliance with institutional policies and donor regulations.
  • Prepare monthly cash advance request for U.S. office review in close coordination with senior program leadership and technical teams.
  • Assist in the administration, maintenance and reconciliation of the program’s petty cash fund.
  • Maintain strong, positive relationships with the local bank.
  • Monitor and track value-added tax (VAT) expenses.
  • In close coordination with the Human Resources and Administration Officer, oversee all human resources processes of the program, including recruitment, onboarding and offboarding, payroll, benefits administration, and performance appraisal management.
  • Promote good file management practices by periodically auditing files to ensure that all printed and digital documentation is properly organized and stored.
  • Foster a collaborative and learning environment by identifying capacity development needs and providing customized training and mentoring to staff and partners with support and oversight from the U.S. office.
  • Support strategic partnerships by strengthening operational systems and ensuring effective collaboration with local suppliers and partners.
  • Other related tasks as assigned.

Qualifications

Mandatory:

  • Bachelor’s degree in business administration, finance, economics or other related area of ​​study.
  • Minimum of six years of experience in finance and administration, preferably with an international or local NGO, including at least two years of supervisory experience.
  • Experience managing compliance with United States Government (USG) regulations and ability to analyze and interpret complex financial regulations, policies, and best practices in the context of USG-funded programs; prior experience supporting USDA-funded programs is a plus.
  • Demonstrated knowledge of local labor law and requirements in El Salvador.
  • Experience managing teams and overseeing multiple support functions.
  • Strong organizational, analytical and problem-solving skills.
  • Full command of Spanish and intermediate to advanced command of English.
  • Willingness and ability to travel up to 25% of the time.

Preferable:

  • Master’s degree in finance, business administration or other related area of ​​study.
  • Experience importing food, specifically under USDA McGovern-Dole Food for Education or similar programs; demonstrated knowledge of USG regulations 2 CFR 200 and 7 CFR 1599.
  • Previous experience with QuickBooks and/or PowerBI.
  • Full command of English.
