Project Summary:

This USAID activity, Por la Protección de Defensores y Periodistas (PDP)/For the Protection of Human Rights & Environmental Defenders and Journalists, will seek to improve the capacity of the Government of Mexico and non-state organizations to prevent and to counter violence and threats against human rights advocates, environmental defenders, and journalists in Mexico. The project will support five target states in Mexico, along with indirect assistance to four additional states, as possible.

Position Summary:

The Finance and Administration Manager will serve as a member of PDP’s senior management team. They will provide operational oversight to PDP activities to ensure effective financial management. They will supervise the Sr. Accountant and the Procurement and Grants Officer in conducting transparent procurement, compliant grants management, and best practice accounting standards. They will also lead human resource management in the field office, supporting recruitment, hiring, and other project needs. This is a full-time, long-term technical assistance (LTTA) position.

Responsibilities:

  • Oversee the core financial functions, including but not limited to bank statement generation, preparing transfers between accounts, and managing cash withdrawals/deposits.
  • Monitor accounting and financial systems in accordance with U.S. government regulations, Tetra Tech, and MSI policies and regulations.
  • Oversee procurement and grants.
  • Supervise the preparation of monthly payroll sheets for field staff.
  • Coordinate payroll processes with home office staff.
  • Oversee human resources management in compliance with local laws and practices.
  • Support project recruitment, hiring, and personnel management in accordance with MSI policies, USAID regulations, local laws.
  • Prepare and maintain employee files and leave tracking.
  • Provides administrative support to field and home office staff.

Qualifications:

  • Bachelor’s degree in a relevant field is required; master’s degree is preferred.
  • At least ten years of experience in financial administration and human resource management.
  • Demonstrated knowledge of U.S. contract management and financial systems.
  • Previous experience working on USAID-funded projects and familiarity with FAR and USAID regulations, particularly relating to recruitment.
  • Proficiency in Spanish and English is required.
