Overview: IBTCI is seeking an experienced Finance and Administration Consultant to support the Yemen Monitoring, Evaluation, and Learning Project (YMELP), a USAID third-party monitoring (TPM) and verification contract based in Amman, Jordan. The purpose of this contract is to monitor USAID humanitarian assistance and verify and provide independent confirmation of humanitarian aid programs in Yemen.

Responsibilities

Finance Responsibilities:

  • Responsible for all day-to-day accounting functions of YMELP such as reviewing financial documents for accuracy, sending end-of-the-month financial reports, maintaining YMELP financial records, monitor project expenses, preparing payroll documentation and carrying-out payroll payments for employees and consultants. Oversee the financial practices in YMELP field office.
  • Prepare, execute, and document all statutory payments as required by law and IBTCI’s policies.
  • Prepare and submit documentation for the monthly value-added tax (VAT) reimbursement request to USAID.
  • Manage and oversee compliance with the local labor law, tax departments, and social security.
  • Ensure compliance of practices in other offices under YMEP meet USAID and IBTCI rules and regulations.
  • Ensure that all financial functions of YMELP are carried out within the framework of IBTCI and USAID guidelines, policies, and procedures.
  • Coordinate with the external auditing firm to implement the annual audit and payroll check, and,
  • Any other tasks as assigned by COP or IBTCI HO Finance Team.

Administrative Responsibilities:

  • Responsible for the day-to-day administrative and logistics functions of YMELP.
  • Maintain and update a database of suppliers frequently used by YMELP.
  • Prepare letters and memos for YMELP business and office needs.
  • Maintain adequate office supplies for the YMELP office.
  • Maintain and update the YMELP inventory tracker and equipment issuance per USAID guidelines and protocols.
  • Maintain and update YMELP human resources and administrative files in an orderly and confidential manner, as directed by the COP, in accordance with IBTCI and USAID guidelines and protocols.
  • Ensure compliance of practices in other offices under YMEP meet USAID and IBTCI rules and regulations.
  • Any other duties as assigned by COP.

Security Responsibilities:

  • Serve as the security focal point for YMELP in Jordan, per policies and procedures established by the IBTCI Home Office Security Department. Ensure direct hires are following IBTCI’s security protocols.
  • Manage the safety and security of all local YMELP consultants in Jordan, providing, at a minimum, weekly written updates in English to the COP and HO-based Security Director.
  • Review, update, and maintain, in consultation with the H.O. Security Director, security management systems, including the Jordan Security Plan and protocols tailored to the Jordan Context.
  • Provide SMS and/or email security updates with current security information to YMELP local direct-hire consultants.
  • Provide consistent security analysis and journey management support for all YMELP direct-hire consultants.
  • When YMELP international staff or IBTCI Home Office staff are able to travel to Jordan, serve as the focal point for ensuring their safety and security while in-country and liaising with any security provider that IBTCI contracts within Jordan; and,
  • Any other duties as assigned by COP or H.O. Security Director.

Serve in the above consultant capacity to support the IBTCI technical practice of Crisis, Conflict & Governance.

  • This position does not authorize/require the consultant to directly communicate with IBTCI clients.
  • This position does not authorize/require the consultant to have decision making authority on final work product.

Qualifications

Minimum Requirements:

  • Seven years of experience working in finance and administrative roles.
  • Skills in working with QuickBooks.
  • Proficient computer skills, M.S. Office suite, particularly Excel.
  • Experience with USAID guidelines, rules, policies, and protocols on finance management and procurement.
  • Experience with government entities, tax, and social security departments.
  • Sound knowledge of local laws, labor laws, and safety of local and ex-pat employees; and,
  • Excellent command of English and Arabic

Education: Bachelor’s degree in accounting, business administration, or related field, sound knowledge of government rules and regulations and local law in Jordan is preferable

  • Personal qualities of integrity, credibility, and dedication.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Travel: International travel is not required.
