Context:

Established in 1951, the International Organization for Migration (IOM) is one of the United Nations agencies and the leading inter-governmental organization in the field of migration. IOM works closely with governmental, intergovernmental, and non-governmental partners to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people.

The European Union (EU) and IOM developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). This initiative aims to protect the safety, dignity and rights of migrants along the Central Mediterranean Route and to contribute to improving the reintegration of returning migrants through an innovative approach. This will be achieved through different types of intervention, including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration into communities of origin, dissemination of accurate information on migration to migrants, potential migrants and communities, and data collection on migration flows. The Joint Initiative also aims to strengthen the technical and material capacities of authorities and organizations involved in these areas so that they can ultimately take over the policies and programmes related to the protection and reintegration of migrants, with a view to improving the governance of migration in the region.

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Resources Management Officer (RMO), and in close coordination with the European Union Emergency Trust Fund (EUTF) Programme Manager in IOM Mali, the incumbent will facilitate the implementation and financial monitoring and reporting of the EU funded project. To this end they will be responsible for the coordination and management of financial and administrative components of the EU funded project in line with the Regional Offices in Dakar and Brussels’ guidance and instructions.

Core Functions / Responsibilities:

In particular, they will perform the following duties:

  1. In coordination with the RMO and EUTF Programme Manager, assist in monitoring the financial management for all activities related to the EUTF project including the oversight of financial expenditures and accountability.
  2. In coordination with RMO and EUTF Programme Manager, initiate and undertake financial analysis and file reports of all activities for the projects. Draft Donor Financial reports and assist in ensuring that all commitments are cleared from the project.
  3. In coordination with the RMO and EUTF Programme Manager, track and follow up on the preparation and timely submission of project implementation plans with required budgets, human resources, and financial progress reports. This, under difficult time pressure.
  4. Assist in financial forecasting during project implementation phases, and ensure all commitments of the project are actively monitored in close coordination with Procurement staff in the Mission.
  5. Contribute to the establishment of a project-level budget monitoring and reporting system, monitor budget expenditures and maintain a proper record of approved project budgets and their revisions. Check accuracy of supporting documents.
  6. Respond to queries as appropriate with respect to financial aspects of the projects, liaise with EU appointed and external auditors wherever required;
  7. In close coordination with the accounts payable coordinator, help to ensure that vendor, customer and General ledger accounts are cleared in a timely manner and review other outstanding financial matters with banks and suppliers.
  8. Undertake quality control checks on monthly accounts, ensure that all open items including bank reconciliations are cleared in a timely manner and review other financial matters with banks and vendors throughout the project cycle.
  9. Supervise and provide eligibility costs guidance to relevant Finance and Admin Assistantsworking under the project with recommendations and follow-up for changes in internal control system.
  10. Liaise with the EUTF Programme Manager and Procurement Officer in organizing and following up on various trainings and purchases for successful implementation of the project;
  11. Liaise with the RMO and HR Unit to ensure that salaries for relevant staff and consultants are correctly allocated to this project and consistent with IOM’s projectization criteria and rules, and monitor the settlement of travel claims to accurately follow DSA rate, exchange rate and IOM Rules and Regulations, with supporting documentation. Process payments, file and archive all relevant documents (vouchers, invoices);
  12. Maintain inventory of records of project deliverables, documents, files, equipment and materials; and in close coordination with RMO, liaise with IOM-HQ Geneva, MAC, PAC, the Regional Offices in Dakar and Brussels and other IOM missions concerned to coordinate financial responsibilities for the EUTF project.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting, Administration, Economics or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience;

• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

• Professional experience in financial management;

• Experience in accounting and budgeting;

• Experience with SAP is highly desirable.

Skills

• Ability to prepare concise and clear reports.

• Knowledge of IOM/UN regulations, policies and procedures;

• Knowledge of International Public-Sector Accounting Standards (IPSAS);

Languages

IOM’s official languages are English, French, and Spanish.
