Context:
Under the overall guidance of the Chief of Mission (COM) and the direct supervision of the Head of Resource Management (HoRM) in Aden, Yemen, the Finance and Compliance Officer will be responsible and accountable for managing the financial and administrative to ensure excellent understanding of financial processes which is vital for Country Office/Sub Offices aimed at providing accurate budget management and ensuring good financial performance. The Finance and Compliance Officer will also be responsible and accountable for ensuring the highest efficiency in strengthening internal controls and the overall process of due diligence assessments aimed at improving financial management systems in place across the Programme and the IOM Mission in Yemen.
Core Functions / Responsibilities:
- Monitor and oversee the financial management for all activities in the Country Office (CO) including the oversight of financial expenditure and accountability. In coordination with the CoM and the HoRM undertake financial analysis of all CO activities.
- Assist the HoRM with budget preparations and oversee the IOM Yemen budgets through regular monitoring of project expenditure and reporting of the program spending and performance against budget allocations and sharing of monthly project monitoring reports with Project managers.
- Follow up on audit reports as impacting Compliance, including on the implementation of audit recommendations. Report all concerns and issues related to non-compliance with IOM policies, rules, and regulations immediately to the HoRM.
- Preparation and review of financial reports prepared by Finance to ensure that the reports are aligned with IOM principles and donor reporting requirements.
- In liaison with the Procurement Officers, conduct monthly and quarterly housekeeping of open POs/PRs, Goods Received Not Invoiced (GRNI) report, ensuring that PO’s/PRs are closed in a timely manner, and investigate any ‘red’ scores.
- Provide first-line support, guidance, and training to IOM Yemen staff, with respect to IOM’s policies, processes, and procedures relating to organizational support functions including but not limited to finance and compliance, human resources, procurement, and logistics.
- Coordinate with the mission finance team to ensure quality and timely response to Projects Balance Review (PBR) and proper follow-up on any comments received from Regional Accounting Support.
- In coordination with the Head of Resources Management, recommend mechanisms to prevent fraud and corruption among Implementing partners (IPs). Follow up on oversight reports and report all IP concerns and issues related to non-compliance with IOM policies, rules.
- Coordinate with the Finance Officer (Field Offices) on long-standing items and proper action to clear those balances and be the focal point for IOM Yemen on Regional Accounting Support for the Periodic Checklist Review.
- Conduct regular spot-checks of documents to make sure that documents are according to IOM rules and regulations. This will include spot checks on and leads on new suppliers’ due diligence and set up in the vendor management system/PRISM.
- Ensure the quality of the responses on the Compliance Control Self-Assessment Tool (CCSAT) of IOM Yemen for the MENA region and coordinate with all relevant departments to timely respond and clear any issues.
- Review and make recommendations to the Head of Resources Management on the internal control mechanism of IOM Yemen.
- Review of PRISM/Online roles of all IOM Yemen staff. Advise on any conflicting roles and take remedial action as needed.
- Provide guidance and support to the finance team on the use of the Online Invoice Payable Application (OIPA) financial system.
- Perform other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
- Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
Experience
- Experience in Financial and Human Resources Management at the international level;
- Experience in supervising the development and implementation of administrative control procedures and coordinating external auditing exercises;
- Experience in management, humanitarian and complex project implementation, liaison with governments and international agencies is an advantage;
- Experience in performing or coordinating risk assessments for (UN Agencies, International Organizations, and International specialized NGOs;
- Experience using corporate IT systems and software; and,
- Experience in the Region is an advantage.
Skills
- Excellent writing, communication and negotiation skills, ability to prepare clear strategic reports and advice;
- Strong familiarity in IOM administrative and financial management, accounting, budget monitoring, cash management and internal control procedures;
- High level of computer literacy, in particular, experience in computerized accounting systems and software Advanced knowledge of Microsoft Office, especially Excel;
- Knowledge of International Public Sector Accounting Standards (IPSAS);
- Knowledge of SAP highly desirable.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
